Background:
In order to make available, well-organized, easy to manage and to use database comprising reliable and quality information, comparable on a regional level, UNICEF developed the TRANSMONEE (TM) database in 1992. This database has been used as a tool for regional monitoring, analysis and advocacy of the situation of children and women in Central and Eastern Europe and the Commonwealth of Independent States (CEE/CIS) over the past 20 years. Up until now, TM has provided focus on the transition process in this region through the lens of the human rights agenda and the Convention of the Rights of the Child.
In addition to the regular, annual data collection process undertaken by the national statistical offices as per the TRANSMONEE statistical template, countries are asked to produce a Country Analytical Report (CAR) based on the available data within different thematic windows. The CAR is used as a tool to provide in-depth analysis of selected issues and to further explore areas of data collection in which introduction of new policies requires collection of new data or changes in definitions of the key indicators.
In 2000, the Palermo Protocol to Prevent, Suppress and Punish Trafficking in Persons Especially Women and Children was adopted by UN member states. It contains an important article on the rights of victim, including child victims. An Optional Protocol to the CRC on Sale of Children, Child Prostitution and Child Pornography ("Optional Protocol") adopted in 2001 contains an important article on the rights of child victims of these crimes. In 2005, the United Nations adopted Guidelines on Justice in Matters involving Child Victims and Witnesses of Crime ("UN Guidelines"). Some of the key standards set forth in these Guidelines were later incorporated into the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse ("Lanzarote Convention"). All of the countries of the region are Parties to the Optional Protocol to the CRC and the Palermo Protocol, and most also are Parties to the Lanzarote Convention. They consequently have a duty to respect the obligations recognized by these treaties concerning the rights of child victims of these crimes, as well as the obligation to report to international bodies that monitor implementation of the CRC, the Optional Protocol and the Lanzarote Convention. Finally, in 2010, the Council of Europe adopted Guidelines on Child Friendly Justice. These Guidelines represent a major step forward because they confirm that most of the standards contained in the treaties and guidelines mentioned above apply not only to child victims of specific kinds of crime, but to all children involved in justice processes.
Against this background, UNICEF has proposed to focus the annual CAR for 2016 on strengthening data quality and data management processes concerning children's access to justice so as to better support national policies and planning and to facilitate reporting to international bodies on the above-mentioned treaties and country participation in international databases.
Purpose of the assignment:
The purpose of this contract is to engage consultancy that will support UNICEF and the Statistical Office of the Republic of Serbia to produce TRANSMONEE Country Analytical Report (CAR) 2016 for Serbia.
The main objectives:
1. To explore what data are presently being collected on the various dimensions of children's access to justice, beyond juvenile justice.
2. To clarify the terminology and definitions presently used in the countries of the region, with a view to promoting the use of terminology and definitions that are consistent with the relevant international standards.
3. To clarify the roles of various ministries and institutions in the collection and management of data concerning children and the administration of justice, with a view to promoting the use of indicators, definitions and units of count that allow the construction of a coherent, comprehensive overview of how justice processes affect the rights of children.
Methodology :
The selected contractor will have a task of producing the CAR 2016 for Serbia based on the "Guidance for the Country Analytical Report – Children's Access to Justice" developed by the UNICEF CEE/CIS Regional Office.
The 2016 CAR should include the following elements:
Additional descriptions and detailed requirements on the disaggregation of the above data will be provided to the consultant.
The Guidance outlines key questions that need to be answered within the corresponding chapters of the report.
The information provided in the CAR should be collected from the statistical office, key ministries and agencies such as the Ministry of Justice, Ministry of Interior, Ministry of Labour, Employment, Veterans and Social Affairs, the Ombudsperson and other departments producing relevant administrative data. References to all documents need to be listed.
UNICEF technical staff in Serbia and the Statistical Office of the Republic of Serbia will be available to help in getting access to relevant data and necessary resource materials as well as in clarification of terms.

Qualifications required, specialised knowledge, specialised skills and work experience required for this assignment:
- A minimum of 5 years of demonstrable experience in research, data analysis and reporting with a focus on social indicators;
- University degree in Social Sciences, Law or related fields
- Fluency in Serbian and English – oral and written
- Experience and knowledge in the field of justice sector, particularly in the domain of access to justice for children
- Reasonable knowledge of the situation of girls, boys, women and men in the country and understanding of child rights
- Familiarity with the legislation related to data collection in the judicial sector
- Good analytical and report writing skills
- Work experience with UN/UNICEF and international organizations is an asset
- Excellent communication skills; ability to explain complex concepts in a simple manner; good report-writing skills
