ORGANIZATIONAL DESCRIPTION
CARE began working in Haiti in 1954, providing emergency response assistance in the aftermath of Hurricane Hazel. Almost 63 years later, CARE Haiti remains one of the key NGOs in the country, committed to both emergency response and development programming, and particularly in the sectors of education, food security, and economic development. On October 4, 2016, Hurricane Matthew hit Haiti, leaving extreme damage in its wake. CARE Haiti is responding to Hurricane Matthew through programming in water, sanitation, and hygiene; education; food security; and shelter.
CARE Haiti currently seeks an Emergency Program Junior Officer for its Haiti program, based in Port-au-Prince, who will support with the Hurricane Matthew emergency response activities.
RESPONSIBILITIES
Specific responsibilities include, but are not limited to:
Program Design:
· Investigate opportunities to expand existing programming and new opportunities for programming, as per the relevant CARE Haiti sectoral and program strategies.
· Assist CARE Haiti technical sectors to develop holistic, long-term program plans, beyond project-based planning.
Proposal Development:
· Maintain an in-depth knowledge of CARE US and CMP internal policies and proposal guidelines for donor organizations funding CARE Haiti projects.
· Develop concept papers, abiding by the guidelines set out by the donor and by CARE internal policies.
· Coordinate staff from other CARE Haiti departments (technical sectors, grants, field staff) to submit relevant information and documents to support proposal development.
· Develop CARE Haiti proposals, abiding by the guidelines set out by the donor and by CARE internal policies. This will involve overseeing the development of all proposal documents, including budget, budget narrative, narrative, monitoring and evaluation documents, and other documents as necessary.
Reporting:
· Compile information from the field and technical sectors needed for donor and government reports.
· Write reports for donors and government offices as per the required format.
· Review reports produced by CARE Haiti staff and provide feedback to improve product quality, accuracy, and style.
· Ensure that all reports are submitted to the relevant body as per the agreed timelines.
Program Monitoring:
· Identify gaps in reporting/data collection and work closely with field and program staff to address them.
· Identify needs for monitoring tool development and work closely with the Program Quality and Learning Unit to address them.
· Conduct review of monthly field reports to ensure accuracy and quality.
· Regularly track progress against targets for CARE Haiti emergency projects.
· Assist field offices to implement program quality tools such as new reporting formats.
· Work with the relevant staff from the CARE Haiti Program Quality and Learning Unit to develop logical frameworks, monitoring and evaluation plans, and other monitoring, evaluation, accountability, and learning tools
Capacity Building:
· Provide support to the CARE Haiti field teams in compiling reports, stressing importance of indicator-based reporting and critical analysis.
· Provide support to field teams in compiling proposal drafts and concept papers.
· Provide field teams with constructive feedback on both the content and the form of both reports and proposals.
· Organize and provide trainings to build the technical writing capacity of field staff.
Research:
· Research and collect data (for example, up-to-date statistics about emergency situation) to inform program design and proposal development.
Special Tasks and Liaison:
· Assist in designing and developing various visibility materials, such as briefing papers, brochures, information sheets, posters, and other, to improve CARE Haiti’s visibility.
· At the request of the ACD Programs or the Emergency Program Officer, take responsibility for miscellaneous projects not falling under responsibilities underlined in this job description.
· Travel to the field as required, up to 50%.
This position is supervised by the Emergency Program Officer. It has no direct reports. It is based in Port-au-Prince with possible field visits.
REQUIREMENTS:
· Bachelor degree in Development Studies, International Relations, Social Sciences or similar field is required.
· Excellent writing skills in English are required; spoken French preferred.
· Experience in report writing and proposal development preferred.
· Excellent working knowledge of computer software packages – MS Word, Excel and email applications essential.
· Clear communication and good interpersonal skills are essential.
· Ability to work under pressure and meet deadlines; ability to prioritize and to adapt to changing situations.
