Haiti: Shelter Project Manager

Role & Responsibilities

Actively plans, develops, manages, monitors and evaluates the assigned shelter projects with the main goal of achieving project objectives on time and on budget.

Project Overview

Medair in Haiti is conducting an emergency response to address the urgent needs in recovery shelter through four main activities:

  1. Distributing transitional shelter kits directly to beneficiary households with no market;
  2. Providing technical assistance to ensure that certain quality standards are met;
  3. Providing training and basic support to families receiving shelter materials and vouchers;
  4. Raising awareness of DRR measures in order to increase community resiliency.

The Medair shelter strategy seeks to implement a neighbourhood approach, which also addresses the long term needs of increasing local capacity to “build back better,” through training local carpenters who will help in the construction efforts, and who will interact directly with beneficiaries and train them on how to use the shelter materials provided, including hands-on activities to assist households. Complementing this approach, Medair will conduct training sessions with beneficiary households in order to raise community awareness of the importance and need for disaster-resilient shelter reconstruction techniques.

Key Activity Areas

Shelter Project Management

  • Manage the assigned shelter projects in order to meet the project objectives within budget and within the allotted time frame.

  • Provide strong leadership of the assigned shelter projects, working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities and local shelter staff.

  • Develop and implement an effective shelter strategy with shelter staff and field managers.

  • Set clear objectives and indicators for shelter activities in collaboration with the shelter staff, field managers and with the local communities.

  • Continuously monitor and supervise shelter activities, overseeing the technical design and execution and evaluating progress through outputs and impacts using both quantitative and qualitative data.

  • Provide input into the integration of beneficiary participation in all aspects of the project.

  • Ensure reporting of activities according to Medair, donor and other applicable timeframes and formats.

  • Develop new proposals, linked to the country strategy, in conjunction with the relevant field managers.

  • Ensure strong Medair participation at relevant platforms such as the Shelter Working Group.

    Staff Management

  • Line-manage the Shelter Managers, including day-to-day management and scheduling, development and training, appraisals, etc. It may also be necessary to line manage other shelter project staff.

  • Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of current work plans and to provide the opportunity for feedback.

  • Provide coaching to staff in order to develop ownership and full responsibility for shelter activities.

  • Assess the training needs of shelter staff and ensure that appropriate training is conducted.

    Financial Management

  • Manage the shelter budget and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance.

    Communication & Coordination

  • Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned shelter team, Medair in-country and HQ shelter managers and advisers and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships.

  • Participate in shelter coordination meetings and other working groups or meetings as required, representing Medair and feeding back to the shelter staff and field managers on relevant issues.

    Logistics

  • Support the logistics activities of shelter staff, particularly in relation to the purchasing of supplies and equipment for the assigned shelter activities.

  • Liaise, as necessary, with the shelter, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.

    Quality Management

  • Promote and use the Medair e-library and other operating procedures, ensuring that all standardised formats are used or developed as necessary, and guidelines are followed.

  • Ensure shelter projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and HAP standards; and that Sphere compliance/ QPIs are monitored on a regular basis.

    This job description covers the main tasks and conveys the spirit of the sort of tasks that are anticipated proactively from staff. Other tasks may be assigned as necessary according to organisational needs.

    Qualifications

  • Higher level qualification in a technical field, preferably in civil engineering or in another relevant field such as architecture / engineering / construction management; BSc / BEng in a relevant field desirable.

Languages

  • Strong working knowledge of English (spoken and written).

  • Strong working knowledge of French (spoken and written).

Experience / Competencies

  • 2 years post-qualification professional experience in a relevant field.

  • Management experience in a technical construction within humanitarian setting.

  • Experience working in a construction / shelter programme in a developing country.

  • Good numerical, report writing and administration skills.

  • Experience in training / mentoring / coaching staff.

  • Advanced planning, assessment and analytical skills desirable.

  • Knowledge and understanding of humanitarian standards such as Sphere and HAP.

  • Committed to consultative and servant-minded leadership.

  • Capacity to work under pressure and manage personal stress levels.

  • Able to cope with basic living conditions in the field and during field trips.

Relief experience

  • Professionals with 12 months or more relevant relief or development experience (Experienced Relief Workers).

  • Professionals with less than 12 months relevant relief or development experience (New Relief Workers).

  • As soon as 12 months relief work or its equivalent has been completed, a salary based on the grade of the position and experience of the position-holder, and other experienced relief worker benefits.

  • This is a field-based position and working and living conditions may be very different to that previously experienced.
