Context:
Under the overall guidance and supervision of the Chief of Mission and the direct supervision of the shelter and NFI Working Group coordinator, the successful candidate will be in charge of coordinating the Shelter and Non-Food Items (NFI) and the CCCM Working Groups, led by IOM in Haiti at department level. Although not a formally activated cluster, this will be “cluster like: run in the style of a cluster
In particular, s/he will support the national coordinators of both Working Groups and concentrate on the following functions:
Lead the development of an operational Sectoral plan that incorporates all phases of the Working Groups response, including response, recovery and capacity building at department level.
Coordination and operationalization of the shelter /NFI and CCCM Working Groups at department level.
Advocacy on behalf of the Working Groups and working group members at department level.
Monitoring and reporting of Shelter/NFI and CCCM working group activities at department level.
Core Functions / Responsibilities:
Actively participate in the Inter-Sector Working Group (or equivalent group when established) to ensure adequate consideration of the Shelter and NFI and CCCM needs and the coordination with other sectors with regards to the humanitarian strategy and response in Haiti.
Establish commune level coordination including the identification of focal points where relevant or necessary.
Support the drafting and revision, when necessary, Shelter and NFI and CCCM specific documents, strategies, guidelines, and working group terms of reference.
Provide timely analysis, leading to a joint identification of gaps and development of sector-specific response strategies at department level; ensure that issues are adequately reflected in overall country strategies and appeals.
Draw lessons learned from the past activities in Haiti and revise department level action plans accordingly in the light of these and needs as they evolve.
Plan, coordinate and deliver training/ capacity building opportunities to Shelter and NFI Working Group partners, with a view to improving quality and efficiency of Shelter and NFI distributions in the department, including support efforts to strengthen the capacity of the national authorities and civil society.
Support the Development and local implementation a common strategy within the Shelter and NFI Working Group for capacity building and training.
Compile and share with national coordination information provided by the CMO (community mobiliser officer) and CCCM partners on the situation in the collective centres in the department.
Ensure integration of the Inter-Agency Standing Committee’s priority cross cutting issues (e.g. human rights, HIV/AIDS. age, community participatory approaches) and promote gender equality and GBV risk reduction and by ensuring that the needs of women and girls as well as men and boys are addressed.
Convene and chair regular Shelter and NFI Working Group and CCCM coordination meetings at department level.
In consultation with Working Group partners, plan and participate in inter-agency needs assessments, as required in the department.
Coordinate Shelter and NFI distributions with Working Group partners as well as with other Working Groups involved in responding to the needs.
Identify local needs for stockpiling of NFIs and coordinate closely with IOM Operations Manager and other NFI partners to ensure the strategic pre-positioning of NFIs and Emergency Shelter materials.
Support the coordinators to ensure that local issues are adequately reflected in appeal documents.
Prepare and disseminate Shelter/ NFI and CCCM Working Group regular updates in the department.
Ensure, to the extent possible, that the department level standards are consistent with the national strategy. Review impact of the Working Group and progress against implementation plans as well as tools for information and data management, including in needs assessments and monitoring.
Ensure adequate reporting and information sharing at department level and with the national coordinators / IMO; collect 4W (Who/What/When/Where) information from partners and provide information to relevant inter-agency coordination body so it can be processed and redistributed at the Working Group level and to other stakeholders; ensure that updated and relevant Working Group-specific information is reflected in general reports, common web platforms; OCHA Situation Reports, OCHA Humanitarian Dashboard, etc.
Identify staffing needs and supervise Working Group staff including Information Management Officer, Reporting Officer, Monitoring and Evaluation Officer, CMOs (Community Mobilisers) and any technical roles.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, International Relations, Human Rights/ Law, Architecture, Engineering, Disaster Management, Conflict Management or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in Working Group coordination and humanitarian response;
• Experience in programme management and project implementation;
• Experience of operational Working Group information management, shelter programme design, implementation and monitoring and evaluation, site planning, shelter design and basic construction management;
• Good knowledge of shelter-related technical guidelines and standards;
• Knowledge of humanitarian reform, operational coordination and Working Group information management;
• Previous management experience in an emergency operations setting.
Languages
Fluency in English and French is required.
