The Canadian Red Cross Society, a not for profit, humanitarian organization dedicated to helping the most vulnerable in Canada and throughout the world, is currently seeking a Health Delegate, Hurricane Matthew Recovery Operations.
Under the direction of the CRC Field Project Coordinator, Hurricane Matthew Recovery Operations, the Health Delegate, Jeremie, provides technical and operational support to the MSPP and local Haitian Red Cross local committees, for the successful implementation and monitoring of health activities led by CRC in Grand Anse.
RESPONSIBILITIES:
Ensure technical excellence of health activities and support partners with technical health expertise and initiatives as per the work plan
Support, both directly in subject matter expertise and/or via accessing additional resources/experts, the local Haiti Red Cross and MSPP staff and volunteers in the project implementation.
Support the Grand Anse region’s National society staff and volunteers to:
Carry out relevant consultations with communities and relevant actors to develop the communities’ actions plans for the community based epidemic control activities.
Develop and implement the relevant project tools including work plans, standard operating procedures (SOP).
Identification/development of relevant training curricula, training materials & resources, required for the project health activities and teams in collaboration with the NS and the health authorities.
Develop and implement a monitoring and evaluation system for the project health activities and ensure accurate and complete collection of data as well as reporting in collaboration with the PMER team & Advisor, the construction delegate, the Project Coordinator.
Facilitate when needed, relevant trainings to staff, volunteers and health facilities staff as per the work plan.
Ensure and carry out the joint supervision with the local Ministry of health.
In collaboration with the Logistics team, develop a detailed plan for donations/distribution of medical equipment & supplies to rehabilitated health facilities.
Maintain a close knowledge (and report on), understanding and analysis of the local health context and needs level.
Oversee implementation of project health activities
Oversee in collaboration with HRC counterpart the implementation of the project’s health activities as per operating principles, work plan, budget and timeframe.
Maintain effective health specific program management tracking tools, ensuring real-time access to information.
Ensure a technical level of analysis, trouble-shooting and recommendations on health activities. Identify gaps, areas for improvements or opportunities from a technical health perspective.
Participate in the design, implementation, management and monitoring/evaluation of the health activities.
Promote and adhere to Movement policies, strategies, procedures, guidelines and quality standards.
Identify and implement opportunities to strengthen and improve project effectiveness and efficiency.
Coordination
Work in collaboration with the HRC team members and the local health authorities (MOH), and to represent CRC and HRC at meetings and other relevant technical forums in line with the project being implemented.
Ensure effective coordination with the construction delegate for proper and effective delivery/implementation of activities targeting the health facilities & staff.
Work closely with CRC/HRC health team in in Jeremie, CRC delegation in Port au Prince, the Project coordinator as well as technical counterparts/advisors in Ottawa.
Support positive relationships and communications with internal and external authorities as well as partners.
QUALIFICATIONS
Minimum five years field experience in a Health Programming/Management with at least two years field experience with a humanitarian organisation in an international environment (preference given to complex environments).
University degree, with preference to medicine, public health, health management, or similar.
Demonstrated experience in overseeing project planning, implementation, monitoring, evaluation and reporting, ideally for health related projects and/or in complex environments.
Strong diplomacy skills with previous experience in representational roles and liaising with numerous stakeholders.
Excellent communication skills, both verbal and written, in French and English. Fluency in Creole a strong asset.
Experience in and knowledge of Haiti a strong asset.
Strong organizational skills, with attention to detail and a proven ability to prioritize and effectively multi-task.
Demonstrated solutions oriented manager, with proven analytical skills.
Proven ability to be a supportive and productive team member and self starter.
Demonstrated commitment to the principles of the RCRC Movement; previous RCRC Movement experience a strong asset.
WORKING CONDITIONS
This position will be based in Jeremie, Haiti with frequent field travel as permissible. The delegate will be bound to security guidelines as part of the Red Cross Movement. The ability to work in a high risk, fluid and evolving situation is required, as is the ability to work in stressful and often ambiguous conditions.
