Purpose of the Position
There is a need to provide support to the current Haiti country office emergency team – in particular to cover the increasing level of activities related to the elimination of cholera. It is expected that the incumbent will provide support to the Emergency section in information management, reporting, partners’ monitoring and administrative management, budget follow-up.
Under direct supervision and overall guidance of the Emergency Manager, the TA Emergency Specialist will support Haiti Country Office (HCO) in the daily management of the emergency section.
Major duties, responsibilities and expected results
Duties include support to monitoring and analyzing humanitarian situations in Haiti and UNICEF response; administering emergency funds and partnerships; contributing to the preparation of fundraising documents including Humanitarian Action for Children, Humanitarian Response Plans (HRP) and Flash Appeals; contributing to prepare strategic positions and key messages for HQ senior.
More specifically, the key expected outputs are as follows:
1.The TA Emergency Specialist will provide a monthly report summarizing major outcomes of the section, budget use, and partners’ activities summary and analysis.
2.Support preparation of monthly information sharing products (factsheets, briefing notes etc.).
3.Support coherent planning and good programming, this includes technical advice on programme and planning; strategic analysis and advice to Country Office (CO) Emergency section on quality programming; support development, humanitarian performance monitoring and updates of Humanitarian Action for Children (HAC).
Qualifications of Successful Candidate
1. Education
Advanced university degree in social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related disciplines.**
**Candidates combining a first university degree (Bachelors) and 7 years of relevant professional experience can be considered.
Specialized training/experience in emergency response management highly desirable.
2. Work Experience
At least five years of progressively responsible work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation, of which at least two with UNICEF or another UN Agency / International development institution.
3. Language
Fluency in French and English required. Knowledge of the Haitian Creole is an asset.
