Background

The UNDP Junior Professional Officer (JPO) Programme:

The UNDP JPO Programme equips outstanding young leaders with the skills and experience required to advance the Sustainable Development Goals (SDGs) and make a positive difference in the world. As a pathway into the world of development, the programme offers young professionals excellent exposure to multilateral cooperation and sustainable development while providing a valuable entry point into the UN system.

During their assignments, JPOs benefit from the guidance of experienced UNDP staff members and are actively involved in supporting the design and implementation of UNDP’s programs within UNDP’s headquarters, regional or country offices.

Job Purpose:

Following the ratification of the Paris Agreement in February 2017, Haiti is preparing for the implementation of its Nationally Determined Contributions and continuing its transition to a green and more sustainable economy. Haiti has made substantial progress in its national planning and mainstreaming climate change into sectoral plans, but face implementation and coordination challenges, as the country advance towards meeting its national climate change goals. The Country office supports the Government in preparing for NDC implementation and in developing their national adaptation strategies, by facilitating access to climate and environmental finance and by supporting knowledge management and awareness raising.

In collaboration with the Environment team at the country office, the JPO will support the provision of technical advice within the Country Office, assisting UNDP and partners to achieve quality programme and project design and implementation, with attention to innovation and knowledge management. S/he will support the organization and preparation of multi-stakeholder fora and conferences, and engage in UN inter-agency coordination as requested.

Reporting structure and partners

Reporting to the head of Environment unit, the JPO contributes to programme implementation in the country office, utilizing the products and tools relevant to the thematic area of Climate Change and Energy.

Duties and Responsibilities

Contribute to the support provided to the government on implementing Paris Agreement, including supporting:

  • Increased public awareness on Paris Agreement
  • Establishing planning process for Paris Agreement Implementation
  • Establishing national governance structures for Paris Agreement implementation
  • Support work in the NAP process and other GCF related activities

Contribute to strengthening national capacities to implement Green climate climate change policies in Haiti, including supporting:

  • Trainings for governmental officials on climate change policies
  • Linking climate change policies and Sustainable Development Goals and Sendai Framework
  • Bringing best practices from Canada on climate change policies and measures.

Support the efforts for establishment of a robust national MRV system, including:

  • Trainings for governmental officials on MRV
  • Development of system for MRV in Haiti

Contribute to the CO efforts to raise finance for the implementation of the Paris Agreement, including:

  • Identifying possible financial sources
  • Preparing project proposals
  • Supporting the overall UNDP CO program on climate and energy

Required Skills and Experience

Education

  • Master’s Degree or equivalent Advanced Degree in a related field of expertise

Experience

  • A minimum of two years of paid working experience in climate change/environment field
  • On the ground experience in the Latin American region.
  • Demonstrated experience in development programmes (design, implementation, monitoring and evaluation)
  • Ability to communicate on climate change issues and nexus to environment and development to an external audience
  • Working experience in / with international organizations and donor institutions is an advantage

Language Requirements

  • Proficient knowledge of French
  • Strong working knowledge of English

Other desirable education, languages and work experience

  • Required computer skills in a standardized language

Nationality

  • This post is opened in the context of the JPO Programme sponsored by the Government of Canada and is open exclusively to nationals of Canada or holders of a permanent residency permits in Canada.
