Haiti: Pharmacy strengthening specialist

Chemonics seeks a pharmacy strengthening specialist to redevelop and reorganize the existing storage space or find alternative storage spaces for additional pharmaceutical products in the southern region of Haiti. The specialist will technically assist the President's Emergency Plan for AIDS Relief (PEPFAR) sites to help them identify a better pharmaceutical management plan and organizational structure. This position is part of the National System of Supply and Distribution of Inputs (SNADI) program, a program dedicated to ensuring universal access to essential medicines for all Haitians and improving the management of pharmacies. The specialist's primary role will be to address several challenges related to the warehousing, storage, inventory management, and distribution of inputs at PEPFAR sites. The specialist will focus on finalizing work first in Haiti’s southwestern region and then in its southeastern region. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Identify the major storage-space related challenges at sites
  • Improve the stock inventory and management of storage areas
  • Establish, if necessary, a list of equipment that is missing, necessary, and favorable for the storage of products
  • Ensure that the actions the evaluation report proposes are implemented to guarantee that sites maintain optimum storage temperatures
  • Reorganize the storage spaces to maintain the required temperature for the products in the cold chain
  • Ensure institutions have the necessary thermometers and temperature maps for rigorous temperature control
  • Organize the storage of products to avoid any accidental damage to them; improve the management of first expired, first out (FEFO) or perishable products; and prevent stockout
  • Organize the storage of inputs and secure them in accordance with the basic pharmacology principles
  • When feasible, organize the storage of all pharmaceutical products in the same common storage area to facilitate integrated stock-inventory management
  • Propose a training plan to reinforce the pharmacy’s human resources
  • Make long-term recommendations to improve the project’s storage areas and input management
  • Support the storage facilities of the South Department's Centres Départementaux d'Aprovisionnement en Intrants (CDAI)

Qualifications:

  • Advanced degree in a health science discipline (e.g. in medicine or pharmacy) and the logistical management of inputs or the administration of health services
  • Minimum of 10 years of professional experience in similar projects or activities
  • Specialized study of or training in policy related to pharmaceutical logistics preferred
  • Knowledge of Haiti's health system and pharmaceutical sector, including relevant laws, regulations, and decision-making processes
  • Extensive experience with input management and logistics systems
  • Thorough knowledge of SNADI
  • Abilities to communicate and work effectively as part of a multicultural, multidisciplinary team
  • Experience with organizational and institutional development
  • Experience working with USAID or another donor that funds development projects in Haiti
  • Computer competency and strong knowledge of Microsoft software
  • Demonstrated leadership, versatility, and integrity
  • Fluency in French and proficiency in English required; proficiency in Creole preferred​
