General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Second level university education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields;
  • High level of professional fluency in the English language, both oral and written;
  • Experience in drafting reports;
  • Proven management and supervisory experience;
  • Strong organizational, communication, and interpersonal skills;
  • Strong working knowledge of international human rights and minority rights standards;
  • Knowledge of the regional political situation and the international human rights instruments relevant to the mission area;
  • Flexibility and ability to work under pressure and within limited time frames;
  • Strong analytical and problem solving skills;
  • Ability to operate Windows applications, including word processing and e-mail;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity, and;
  • Cultural sensitivity and judgment.

Desirable:

  • Previous experience in field missions, preferably in the Balkans region;
  • Experience in negotiation/mediation;
  • Knowledge of the legal system in the mission area;
  • Knowledge of programme management, as well as monitoring and evaluation (M&E) reporting standards;
  • Experience in developing research methodologies;
  • Knowledge of local languages or most common lingua. Tasks and Responsibilities

The Chief of Analysis and Reporting Cell is responsible for reviewing, analysing and editing all reports, letters and other written documents produced by the Department, ensuring coherence and consistency of the Department’s projects, and making sure that gender considerations are taken into account in all projects and documents. Under direct supervision of the Deputy Director of the Department of Human Rights and Communities, the Chief of Analysis and Reporting Cell:

  1. Provides legal analysis and advice, particularly on assessing compliance with human rights and international standards, in relation to all reports and other external documents (including, inter alia, correspondence, public speeches, and press releases) originating from the Department;
  2. Ensures the quality (including content, structure, and grammar) of all documents produced by the Department;
  3. Ensures that concerns related to gender equality are identified, assessed, articulated, and addressed appropriately in the work of the Department;
  4. Supports the Department in developing strategic and programme cycle documents, as well as in monitoring and evaluating projects;
  5. Drafts and compiles regular reports on the activities of the Department, the results of field monitoring and develops strategies for the Department based these reports;
  6. Ensures efficient information flow within the Department including with the field and advises the Office of the Director and the Chiefs of Sections on the co-ordination of work within the Department;
  7. Fosters good co-operation and information flow with co-ordination units of other departments and the Office for Central Co-ordination, as well as with other international organizations and non-governmental organizations concerning the activities of the Department;
  8. Co-ordinates and supervises all professional and general staff of the Analysis and Reporting Cell;
  9. Performs other duties as assigned.

The screening and nomination process takes place in the respective countries. OSCE participating States are responsible for the compensation/benefit packages of seconded staff, therefore please direct all related enquiries to the designated contact point. The OSCE pays living expenses in the form of a board and lodging allowance for positions located in field duty stations. However, for secondments to the Secretariat and the Institutions, all costs are borne by the nominating authority.
