PSI has operated in Haiti as a local NGO for more than 25 years, having launched products ranging from condoms to contraceptives, and ORS to safe water. In line with its institutional development vision, PSI Haiti has deepened its national roots, changing its name to reflect a more local entity Organisation Haïtienne de Marketing Social pour la Santé (OHMaSS), and developing a more diverse board.

PSI is the Principal Recipient of Global Fund resources for Malaria, HIV and TB, with a total budget of $77m for the grants ending in December 2017 and will continue managing the HIV, TB and Malaria grants from January 2018 until December 2020. The total budget for this upcoming funding cycle is $105m.

PSI seeks qualified Technical Advisor candidates for Managing the Program Management Unit (PMU) for the Global Fund projects to be placed within OHMaSS.

As the PR of the Global Fund OHMaSS is working in close collaboration with the Ministry of Health and Population and civil society organizations with a strong compliance and capacity building focus.

The Technical Advisor will be primarily responsible for ensuring that programmatic activities are implemented cost-effectively and that associated resources are managed in full compliance with national standards and Global Fund rules and regulations. This will include developing and implement processes aimed at strengthening OHMaSS and SR's capacity in better achieving the project outcomes. The Technical Advisor will coordinate all capacity and systems building efforts across all technical areas (i.e.: HIV, TB and Malaria prevention & treatment, data collection and reporting using DHIS2, quantification, warehousing and distribution of drugs and laboratory equipment) and sub-award management functions (accounting, finance, operations and compliance).

The Technical Advisor will also work in close collaboration with OHMaSS Finance team to ensure that programmatic activities are aligned with budgets so that expenditures can be tracked on a regular basis by activity categories. As such, the technical advisor should ensure that the financial control framework is implemented in relation to programmatic control. All capacity building needs arising from ongoing control should be integrated and prioritized. The PMU technical advisor and finance director will coordinate all reporting requirements to the Global Fund (PU, PUDR, QFR, etc.).

The Technical Advisor will also work in close collaboration with OHMaSS operations team to insure smooth logistical requirements for supervisions and field activities. Planning of all field activities will be the responsibility of the PMU Technical Advisor.

The PMU TA will need to incorporate into its management best practices and lessons learned from the Global Fund and PSI's experience worldwide as a Principle Recipient.

In addition to translating complex technical and operational requirements into action, the ideal candidate will have demonstrated ability to maintain excellent partnerships with GF, the government and other key stakeholders. The PMU Technical Advisor will represent PSI at Country Coordinating Mechanism (CCM) meetings and other forums.

Bottom line: we are looking for a team player who can have a strategic view (both technically and management-wise) and who also understands the importance of getting the details right. This full-time position is based in Port-au-Prince and will report to the PSI Country Representative. The position will require up to 30% travel to visit program implementation sites in the field.

Your contribution

• Lead PSI/OHMaSS in the implementation and monitoring of its GFATM
• Work with senior managers to develop, and constantly improve, robust tracking and reporting systems for programmatic, administrative and financial operations.
• Work with OHMaSS Finance Teams to ensure sound financial management and controls of the GFATM budgets, including programmatic budgeting, quarterly spending projections, monthly spending reviews, and monitoring of disbursements and payments.
• Work with the OHMaSS Program Teams to insure optimal sub-award monitoring, especially regarding compliance of all reporting systems and procedures as per schedule and deadline and assist program staff as necessary to ensure report accuracy and understanding of GFTAM rules and regulations.
• Work with the Supply Chain Management Team to ensure optimal quantification, forecasting and distribution of drugs and lab equipment to maximize impact and quality assurance.
• Develop specific action plans addressing Program, Supply Chain, M&E issues based on results of financial and programmatic audits, OSDV (on site data verification) and ensure implementation of these plans.
• Coordinate all capacity building efforts resulting from SR assessments, audits and field supervision or data collection visits.
• In coordination with the Deputy Executive Director, effectively liaise with SR partners, the Country Coordinating Mechanism (CCM), Local Funding Agent (LFA), the GFATM in Geneva and appropriate PSI/Washington Departments.

What are we looking for?

• Master's in Business Administration, International Relations, Public Health or related discipline
• 5-7 years' experience of managing and leading cross-cultural teams at TA or Director level, at least 3 years in a difficult environment with complex programs
• Knowledge of Global Fund processes and tools required
• Knowledge of USAID/PEPFAR processes and tools preferred
• Experience in Supply Chain Management required
• Proven experience developing and effectively managing government and stakeholder's relationships
• Excellent diplomatic, presentation, interpersonal and oral/written communication skills
• Working experience in Haiti strongly preferred
• Background in malaria control activities preferred
• Background in HIV/TB programs is an advantage
• Fluency in French and English required and in Creole a plus
