For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.MdM has been working in Balkans for many years. In the Republic of Serbia, MdM worked from 2001 to 2009, in a risk reduction program targeting people involved in drug abuse. Since beginning 2016, MdM has returned to the Republic of Serbia to provide Health care and Mental Health-Psychosocial support (MHPSS) to migrants/refugees transiting through this country.

MdM is operating in 3 transit centers for migrants/refugees (Adaševci, Kikinda and Sombor transit centers). Direct support to migrants/refugees includes the provision of Primary Health Care (PHC) through medical teams (composed of medical doctors and nurses), the facilitation of referral to secondary/specialized cares and the provision of MHPSS (through psychologists and translators/cultural mediators). MdM is also working toward advocacy for the rights of migrants/refugees in Serbia and facilitates the access to protection services.

MdM is also working toward capacity building of key actors in contact with migrants/refugees. Capacities and skills are reinforced in dealing with health and MHPSS needs of migrants/refugees, through training/workshops and partnership with civil societies and local health authorities.

The Serbian mission is integrated in MdM global advocacy program on Migration and Health towards Europe, and work jointly with WHO, MoH, UNHCR and other Health actors on improving access to quality healthcare for migrants/refugees and changing policies and practices at national level.**

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, you will be responsible for facilitating the delivery of a quality mental health & psychosocial support for individuals and their communities.

Your main responsabilties are to:

1.Improve MdM MHPSS direct intervention in Serbia

  • Support the technical quality / development of the current MHPSS program
  • Conduct a rapid assessment on the efficiency of the current program activities and assess the program and results through: analysis of the monitoring tools implemented, analysis if key indicators, FGD with beneficiairies and the general migrant population
  • Support and train MdM MHPSS and medical teams on the humanitarian psychosocial approach, and on differential diagnosis
  • Support the medical coordinator in supervising the MHPSS program
  • Provide support to national MHPSS staff

  • Support the MHPSS local actors

  • Assess needs of capacity building for MHPSS actors in Serbia

  • Develop partnership and collaboration with key stakeholders for capacity building activities and MHPSS direct intervention

2.Contribute to the design of MdM MHPSS strategy in Serbia

  • Participate in coordination mechanisms in place with key actors (UN agencies, INGO, local NGO) working in the MHPSS sector
  • Conduct needs and resources assessment on MHPSS and protection key issues (such as: integration of mental health care at the primary health care level; capacities of the psychiatric departments to provide adapted mental health care to the migrant population; drug and alcohol abuse among the migrant population; psychological needs related to unwanted pregnancies; specific needs of the LGBT population; gaps in MHPSS services provision;)

Contribute to the MdM MHPSS strategy in Serbia for 2018

  • Contribute to the MdM MHPSS strategy for 2018 adapted to MdM specificities and Serbian context with a focus on health system strenghtening
  • Participation in the strategy design for health system strengthening toward integration of migrants into Serbian system and direct MHPSS provision by local authorities

Participate to the MHPSS funding strategy

  • Together with the general coordinator and the medical coordinator, meet donors in order to explain MdM MHPSS strategy
  • Participate in fundraising activities and donor reporting (including proposal writing)

CONDITIONS OF EMPLOYMENT:

Status : Employee

Contract : Fixed-term contract

Duration : 2 months

Position to be filled as soon as possible
Based in Belgrade with regular field visits

SKILLS AND EXPERIENCE NEEDED:

Master’s degree (or equivalent) in Clinical Psychology
3-5 years working experience in humanitarian context in mental health and psychosocial support
Project management and coordination experience
Experience in conducting program needs assessments, program development, program evaluations and reporting
Experience in MHPSS strategy design and capacity building
Skills and qualities required
In-depth and practical knowledge of the humanitarian reference tools such as the IASC guidelines
Understanding of and extensive experience implementing culturally appropriate mental health interventions, including individual, group and community-based approaches for people who have suffered from displacement
Understanding of and extensive experience implementing community-based protection programs
Public health sensibility
Sensitivity in working with vulnerable population
Flexibility in performing duties to ensure that users are getting good quality services
Willing to work flexible hours (eg: weekends as needs arise)
Good communication and diplomacy skills
Working knowledge of Microsoft Office suite (Outlook, Word and Excel)
Analytical skills and positive working attitude
Ability to work independently, take the initiative and take responsibility
Organisation and ability to manage priorities
Proactive approach to making proposals and identifying solutions
Ability to integrate into the local environment, taking account of its political, economic and historical characteristics
Languages : fluent English, Arabic and/or Farsi is an asset
