Position Title: Senior Manager of Administration and Program Support - Integrated Community Services (SCI)
General Responsibilities:
The Senior Manager of SCI Administration and Program Support is responsible for the overall operations of the Integrated Community Services Division at HAS (community health, Wells & Water Program, and HTRIP program) – providing leadership and management support related to SCI program design, financial management, project implementation, and compliance with donor and institution policies. This position also serves as a liaison between the SCI team and other HAS departments to better accomplish the mission of HAS.
Specific Responsibilities:

  1. Operational Planning and Management:
    a. Oversight of SCI-related human resources, administration, finance and logistics.
    b. Supervise department managers and SCI administrative support staff.
    c. Review work schedules and budgets and assure that departments are run in a manner that is respectful of the beneficiaries and staff, well organized, financially viable, and respects HAS policies.
    d. Review monthly financial and donor reports in collaboration with the finance office and development team.
    e. Assist Finance Director in planning/forecasting of non-medical needs as part of SCI annual budget approval process.
    f. Preparation and follow through for purchases, work orders, and mandate payments - including authorization of checks and payment vouchers.
    g. Collaborate with SCI department managers in planning and preparation of annual and project-specific work plans.
  2. Analysis & coordination
    a. Assist M&E Department with planning and execution of community needs assessments.
    b. Improve synergies among SCI units (Health, Water and Sanitation, HTRIP) and between HAS divisions as relates to SCI Department.

    c. Support coordination between HAS’ SCI Department and other organizations such as government ministries, local and international NGOs, , or other healthcare organizations.
    d. In collaboration with M&E Department, ensure appropriate monitoring and evaluation of all SCI programs and services.
  3. Ensure availability and quality of technical services
    a. Analyze proposed technical interventions for appropriateness, cost effectiveness, and cultural adaptability.
    b. Systems analysis and suggestions for improving systems and services within the financial and operational context of HAS.
    c. Develop and refine, as part of a team, models for integrated interventions.
    d. Develop support for economic and other non-health activities, with emphasis on collaboration with other implementing organizations.
    e. Policy development for SCI programs.
    f. Forecast future SCI needs and develop proposals/alternate approaches.
  4. Donor Relations
    a. Assist development team with messaging in all communication materials pertaining to the SCI Division.
    b. Serve as point of contact for SCI-related donors – including communication and visits to HAS.
    c. Represent the SCI Department at relevant donor meetings.
    d. Support M&E Department in monitoring, evaluating, and reporting on program activities and impacts
    e. Serve as Rotary liaison for HAS at Rotary conferences/events or activities as needed.
    Qualifications:
  5. Professional command of both English and Haitian Creole. Working command of French is a strong plus.
  6. Ability to live in a rural setting without immediate access to urban amenities.
  7. Proven competence in managing a moderate to large cross-cultural staff including skills in mentoring and conflict resolution.
  8. Strong communication skills across cultures, and international social strata.
