Haiti: Evaluation Specialist, Early Reading Program (ERP)

Project Objective:

Social Impact (SI) has been contracted by USAID to design and implement an independent evaluation of its Early Reading Program (ERP) project in Haiti. The evaluation will be implemented over 2.5 years and will be comprised of 3 discrete data collection events: baseline (Fall 2017), baseline for a second set of schools (Fall 2018), and end line (Spring 2019). This position is solely for the baseline data collection phase in Fall 2017.

The evaluation will follow a pre-post, longitudinal statistical matching design that involves collecting and analyzing baseline and end line data on program participants and comparing the performance of these participants to a control group. This design provides a measure of change in academic achievement of students in participating schools regarding the primary learning indicator of reading/literacy. Learning tests will be administered to youth in Grades 1 and 2 in school, supplemented by qualitative data to better explain the nuances in quantitative data. The total sample size for the evaluation is anticipated to be a maximum of 7,200 students among 240 schools, 24 focus group discussions, and 28 key informant interviews. Data collection will occur in the departments of Port-au-Prince, Grand’Anse, Sud, Sud-Est, Nord, and Nord-Est.

Position Description:

SI is seeking an Evaluation Specialist (ES) to provide integral support to the evaluation. The ES will have varying responsibilities including advising on evaluation planning, coordinating the implementation of the evaluation, overseeing and managing data collection teams, and contributing to the final evaluation report. The ES will be expected to start in mid-September 2017 and be available through March 2018, with an estimated 50-60 days of LOE. The ES will report to the Team Leader and should be based in Haiti, at least for the entirety of data collection (approximately 6 weeks in Nov-Dec 2017).

Responsibilities:

  • Advise on evaluation design and planning.
  • Attend meetings and phone calls with SI HQ, SI Haiti, USAID, and IPs, as necessary.
  • Liaise with local data collection firms, teams, and supervisors.
  • Review data collection methodology, manuals, and tools.
  • Oversee data collection training in Port-au-Prince in November 2017.
  • Perform quality assurance oversight of quantitative and qualitative data collection, including but not limited to call-backs, accompaniment, and daily data verification.
  • After data collection, assist with data cleaning and analysis as appropriate and necessary.
  • Contribute to draft and final report writing.

Qualifications:

  • Master degree in educational statistics, psychometrics, or other related education field.
  • Must be an expert in early grade reading instruction and analysis, with at least 7 years of experience in testing reading results in young children.
  • Prior work experience in evaluation required, preferably with USAID.
  • Possess excellent writing and interpersonal skills.
  • Fluency in English is French required.
  • Haitian Creole is highly desirable.
