Haiti: Programme Director - Haiti

About the role

This is a 24 months role with unaccompanied terms and conditions based in Port au Prince (PaP), Haiti with a salary of €40,402 to €44,892 We would like you to start by end of February 2018.

You will report to the Country Director (CD) and will line manage a dynamic team composed of Irish Aid Programme Funding (IAPF) Urban Planning Managers in PaP and Grande Anse; Protection Manager; Monitoring and Evaluation Manager; Program Support Officer and liaise with Director Systems; Country Financial Controller (CFC), and Area Coordinators.

Your purpose: To assist the Country Director in the direction, development, management and implementation of Concern Worldwide Haiti’s high quality country program; ensuring the effective and professional management of donor grants & contracts; and ensuring compliance with Concern’s organisational procedures, policies and people-centred values and principles. The Program Director is a key member of the Country Management Team (CMT). Concern Worldwide is a humanitarian organisation committed to the reduction of suffering and elimination of poverty. The Program Director is expected to be committed to the humanitarian goals and identity of the organisation, and may be asked to contribute to humanitarian response activities in the event of an emergency.

You will be responsible for:

Programme Planning and Management:

  • Lead in high quality programme development by developing in a participatory manner appropriate Project Concept Notes, Proposals and associated budgets, ensuring adherence to Concern Worldwide PCMS, PM&E, the Haiti Country Strategic Plan, and all relevant global Concern policies & procedures.

  • Identify and actively pursue opportunities for partnership and working in consortia, including establishing relationships and developing programmes with Alliance 2015 partners and other strategic networks/alliances

  • Support the achievement of high standards with regards to M&E systems and provide oversight and support to managers and dedicated M&E staff in developing systems, data collection (including the use of digital devices), qualitative and quantitative data analysis and interpretation and review of M&E findings to improve programme quality and demonstrate impact and efficiency.

  • Coordinate visits by regional and Strategy Advocacy & Learning (SAL) Advisors and consultants and ensuring that recommendations in technical advisor reports are implemented into programmes.

    Financial Management & Systems:

  • Work with Country Financial Controller (CFC) and the programme budget holders to ensure close management of relevant budgets and expenditures in compliance with donor guidelines

  • Work with the Country Director and the Desk Officer to maintain a funding strategy to ensure future funding streams are known and developed to the greatest extent possible.

  • Work with the Director of Systems to ensure effective systems and logistical support to programmes ensuring programme managers understand and comply with Concern Procedures & Policies

    Networking:

  • Stand in for the CD when necessary to represent Concern at relevant government, donor, UN or inter agency meetings.

  • With the CD, contribute to national-level NGO / UN coordination efforts to facilitate effective humanitarian intervention in the country.

  • Ensure that Concern is appropriately represented and participates in relevant coordination structures at the field level

    Senior management:

  • Actively participate in the implementation of the new Country Strategic Plan 2018-2022 and lead in the roll out of organisational and country specific policies & frameworks (How Concern Understands Extreme Poverty (HCUEP), Preparing for Effective Emergency Response (PEER), Core Humanitarian Standards (CHS), Security Management Plan (SMP) etc) in collaboration with relevant staff

  • Produce strategic analysis and plans for programme expansion, including a new area of operation, if required.

  • In collaboration with the CD identify and secure appropriate sources of funding to support current and new programme activities under the new strategic plan

    Staff Management:

  • Lead and manage staff ensuring all positions have accurate job descriptions and that each member of the team fully understands outcomes which are expected of them, by setting SMART objectives, and that they are aware of the success criteria relating to their work.

  • Monitor and review performance and hold staff accountable for meeting the success criteria; give corrective feedback where required and take decisive action in the case of poor performance. Ensure that all staff are aware of and comply with Concern’s policies and procedures.

  • Ensure that work within the team(s) is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.

    Your skills and experience will include:

    ESSENTIAL

  • Minimum Degree in Development Studies or a relevant technical area (programme focus under the new Strategic Plan includes; economic development, sustainable livelihoods, food security, women’s empowerment, disaster risk reduction, and water and sanitation)

  • A minimum of 5 years’ experience working in a developing country context at least 3 years of which should be in senior programme management, including experience in planning, developing and evaluating complex programmes in technical areas similar to those in the Haiti programme;

  • Experience of programme design and successful proposal development.

  • Developed management skills including; the ability to motivate, support and mentor staff and to pass on this competency to line managers, ability to work to deadlines and under pressure, delegation, time management and prioritisation skills and excellent interpersonal, communication and team building skills.

  • Demonstrable experience in management and support to all phases of the monitoring and evaluation process, including the use of data and results to improve programme quality.

  • Demonstrable experience and competence in networking and effective relationship building with peers, donors and government.

  • Experience in approaches to support community participation, accountability and citizen empowerment with programme design and implementation.

  • Experience of capacity building with partner organisations

  • Emergency response experience

    DESIRABLE

  • Experience with gender mainstreaming, conflict prone settings and disaster risk reduction.

  • Experience working within INGO consortia and developing joint funding proposals

  • Fluency in French

  • Strong written and spoken abilities in English, and a good working use of the other

  • In depth knowledge of development

  • Ability to work to deadlines and under pressure

  • Strong proven delegation, time management and prioritising skills;

  • Effective networking abilities

  • Skills in Digital Data Gathering, statistics and statistical analysis software packages (desirable) Methodical and thorough
