The Canadian Red Cross Society (CRCS) is seeking to recruit a Field Operations Manager. Reporting to CRCS Country Representative will oversee the coordination of timely, efficient and effective CRCS support to Haitian Red Cross National Society (HRCS) in responding to recovery operations following Hurricane Matthew in Grand Anse region.
The Field Operations Manager works collectively and closely with the HRCS Disaster Management and technical units, as well as regional and country offices of the CRCS. The Field Operations Manager will oversee a team of two CRCS delegates (Construction and Health) and national staff based in Jeremie, Grande Anse. The Field Operations Manager must be able to work independently and with minimal supervision. Recovery operations include a spectrum of interventions including community health, construction/shelter, and livelihoods/cash transfer programming. The programming is currently ongoing in 4 communes; Beaumont, Chardonette, Lopineau, and Desormeaux.
RESPONSIBILITIES
Main Responsibilities
· Lead and manage three components of CRCS Grand-Anse operations which include health centre rehabilitation; community based health and a livelihoods program.
· Improve and apply new needs assessment techniques at the community level.
· In close collaboration with the affected National Society, oversee all aspects of the CRCS recovery operations, including operational planning, the writing of monthly situation reports, financial management, performance management and reporting. Ensure that HRCS & CRCS response is appropriate and aligned with standard guidelines, the Better Programming Initiative (BPI) and other Federation polices and strategies (e.g. Strategy 2020, Code of Conduct, Principles and Rules for Disaster Relief, Seville agreement etc.).
· Ensure that operations include recovery and preparedness elements which reduce the disaster impact in the future.
· Ensure the maintenance of existing processes and effective working relationships for the coordination and collaboration with country and regional delegations, and technical units at the CRCS Delegation level in Port-au-Prince and CRCs headquarters.
· Ensure that lessons learnt and good practice from disaster management preparation and response are compiled and used to improve future planning, programming and implementation.
Representation
· Establish and maintain alliances and partnerships in the Grande-Anse department within the Red Cross Red Crescent movement and with non-Red Cross Red Crescent partners.
· Ensure close coordination with representatives of the Government of Haiti on all issues related to CRC programming in the Grande-Anse department.
· Act as main focal point of the CRCS in the Grande-Anse department.
Program Integration and Coordination
· Together with HRCS, develop the Project Cooperation Agreement (PCA) and other needed MoUs with relevant Haitian institutions (ex. MSPP) regarding the health and livelihoods components.
· Ensure a coherent and integrated implementation of all CRCS programs in support of the HRCS strategic objectives.
· Identify opportunities for strengthening HRCS and take concrete steps, in close coordination with the Country Representative.
· Ensure coordination with and involvement of the HRCS in CRCS programming with an emphasis on supporting the HRCS in building their capacity in these technical areas.
Overseeing Program Quality, Monitoring, budget control, Annual Operating Plans
· Together with the Canada based Haiti Program Manager and support staff: Validating project plans, controlling of implementation of activities according to work plans, of achievement of objectives and of expenses against budget.
· Supervise and guide the work of complementary program functions, such as the Beneficiary Communication department and the Programming Monitoring, Evaluation and Reporting department.
· Ensure timely and quality reporting to the CRC Country Representative on all program-related matters.
· Participate in the elaboration and execution of innovative projects initiated by the Innovation Fund.
Management of personnel and mentoring/support of staff
· Supervise the program work being done by international delegates and national staff responsible for individual projects, with a focus on integration of programming between sectors.
· Together with the Canada based Haiti Program Manager: Support, Manage, and Evaluate staff and contribute to their professional skills development.
· Maintain a positive, creative working atmosphere in order to obtain a high staff retention rate.
· In collaboration with the Country Representative, responsible for oversight and compliance in Grande-Anse of the Security framework and health protocols.
· With the Country representative, provide technical direction, support and guidance for all support services in Jeremie.
· Develop and maintain a positive collaborative relationship between colleagues, ensuring consistent critical priorities, and ensure standards are being maintained.
QUALIFICATIONS
Experience and Education
· Post graduate level education in a related field such as but not limited to International Development, Project Management, and Business Management.
· Minimum 7 years’ related work experience, including 3 years experience managing or overseeing multiple projects.
· Experience coordinating and integrating programmes/projects and budgets in complex operating environments.
· Organizational and management skills, with proven strengths in program management.
· Strong skills in planning, monitoring, evaluation and reporting (PMER).
· Demonstrated skill and experience in managing, mentoring, and guiding a team of staff and volunteers.
· Previous experience managing and supporting the successful operation of a program office.
· Strong skills in capacity building/knowledge transfer methodologies.
· Strong written and verbal communications skills in English and French. Knowledge of Haitian Creole would be an asset.
· Demonstrated skills in diplomacy and building diplomatic relationships with various stakeholders.
· Experience of acting in a senior representational role.
· Experience of managing or coordinating complex disaster response and recovery operations.

WORKING CONDITIONS
The living conditions and security can be difficult in most countries where the CRC supports programming. Working conditions can be stressful and require a high level of management. All CRC delegates must be cleared by the Travel Health Team with full medical and vaccination clearance. This position is based in Jérémie with frequent travel to Port au Prince. In Jeremie accommodation is shared with two other delegates – each delegate has access to a private bedroom but with common living/cooking spaces. While Jérémie represents relative stability, the security situation in Haiti changes frequently and can be unsound.
