Purpose of Activity/Assignment:
Since 2015, Serbia is situated along the preferred route through the Western Balkans for refugees originating from the Middle East and Asia, aiming to seek asylum in Europe. UNICEF has continuously highlighted the extreme vulnerability of families travelling with children and unaccompanied children and have agreed with State actors and other partners to prioritize the needs and protection of children.
Despite the de facto closure of the Balkan route in March 2016, a continuous stream of refugees and migrants continued to arrive in Serbia. With the smaller number of refugees/migrants able to cross to Hungary compared to those crossing from Bulgaria and the former Yugoslav Republic of Macedonia to Serbia, the numbers of refugees/migrants in Serbia has fluctuated between 4,800 and 8,000 throughout 2017, making it a very fluid crisis to respond to and adding complexity to the response.
The complex political situation in Europe, the lack of effective information-sharing systems for refugees and migrants, as well as physical barriers between countries, have left refugee and migrant children and their families facing great uncertainty. The steady increase in the numbers of refugees and migrants and their period of stay created additional needs for services for children.
There are currently 18 government shelters accommodating around 85% of the stranded population in Serbia. Considering the refugee and migrant crisis is still on-going and the widespread geographical distribution of refugees and migrants throughout the Serbian territory, it is deemed that the presence of an emergency field officer is critical, especially in the light of the increasing role of UNICEF as monitoring rights of refugee and migrant children.

Work Assignment Overview
The work will be delivered in accordance with the overall assignment workplan and subsequent monthly work plans agreed between Individual Contractor and Supervisor.
Monthly Reports will be prepared at the end of each Month. Each monthly report will include and overview of activities realized / progress
Task: Liaise and coordinate with partners on a daily basis to ensure that needs of children are prioritised by partners
Undertakes and assist with needs assessment and situation analysis, prioritization of programme interventions and planning conducted.
Assess local conditions and monitor progress. Collect information, identify problems constraints in order to ensure effective project delivery.
Ensures the timely delivery of assistance and supplies, monitors the appropriate and effective use of UNICEF resources/inputs.
Coordinates with staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and government accountability.
Establishes contact with community groups and partners to keep abreast of emergency situation

Minimum Qualifications required:
Masters degree in international studies, economics or other relevant field
Knowledge/Expertise/Skills required:
Five years of relief and development program management experience, of which at least two in emergency program management.
Previous work experience with a national/international NGO conducting humanitarian needs assessments
Good understanding of the humanitarian context, humanitarian needs, as well as knowledge of Sphere guidelines
Excellent oral and written English and Serbian skills required; strong Command of either Arabic or Farsi is an asset.
Previous experience with UN within the context of refugee and migrant crisis is an asset

2.Daily allowance cost for travel within Serbia in RSD (for overnight)
3.Transportation costs in RSD per km for transport to Obrenovac, Krnjaca, Banja Koviljaca, Bogovadja, Sjenica, Tutin, Bela Palanka, Vranje, Bujanovac, Presevo, Bosilegrad, Dimitrovgard, Pirot, Adasevci, Principovac, Sombor, Subotica, Kikinda and to potential other new locations of Asylum/ Reception Centres.
