Haiti: Chief of Party

Chemonics seeks a chief of party for the anticipated Improving Governance in Haiti Initiative (IGHI). IGHI will support locally driven efforts to address several core issues that impede work to improve governance in Haiti at all levels. The project will focus on key USAID strategic objectives like improving the capacity of government entities to efficiently manage resources and deliver services; foster accountability and rule of law; enhance national, local, and intergovernmental relationships; and institutionalize public administration policies and procedures. The chief of party, ultimately responsible for IGHI’s direction and performance, will directly supervise staff and provide leadership in all areas of project management, including operations, administration, finance, and technical oversight. In addition, the chief of party will build and maintain relationships with USAID country counterparts and strategic partners. The chief of party will also ensure that IGHI’s various components and stakeholders contribute to a cohesive vision for the project while achieving and exceeding the results the contract defines. The chief of party must comply with all USAID and Chemonics policies and procedures. Responsibilities Include:

  • Provide overall project leadership, management, and technical direction
  • Oversee work planning, performance management, financial management, and budgeting while guiding the project's overall strategic vision
  • Serve as the project's primary point of contact for USAID/Haiti, international and regional partners, and host-country officials
  • Work with government counterparts in defining project activities and targets to ensure close collaboration
  • Adhere to all USAID regulations and Chemonics policies and procedures and ensure that the intervention complies with them
  • Supervise staff and navigate sensitive issues in a multicultural environment

Qualifications:

  • Master's degree in management, business, international development, public administration, political science, or another related field
  • Experience in Haiti preferred
  • Minimum of 10 years of experience managing operational and technical aspects of large, complex, international development assistance project(s)
  • Technical expertise in areas including local governance, institutional capacity building, public administration, public policy, and fiscal management
  • Demonstrated field-leadership experience and a team-oriented attitude
  • Familiarity with USAID regulations; knowledge of Chemonics policies and procedures preferred
  • Demonstrated experience managing a complex and diverse team
  • Ability to work well under pressure and tight deadlines
  • Demonstrated understanding of Haiti's cultural, socioeconomic, and political context(s)
  • Ability to communicate clearly and concisely both orally and in writing
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English and French required; proficiency in Haitian Creole preferred
