Haiti: Technical Advisor, PHIA Project Haiti

POSITION SUMMARY

Under the direct supervision of the Project Director, and working under the guidance of the PHIA Technical Specialist, the Technical Advisor, PHIA Project provides broad technical support to the implementation of the Haiti PHIA Project. Serves as a member of the PHIA team and plays a key role in program support to ensure timely and cost-effective implementation of project activities, including coordinating the development and monitoring of implementation plans, supporting protocol development and fieldwork, and contributing to project reporting and documentation.

MAJOR ACCOUNTABILITIES

  • Work with project management and local partners, including CDC, MSPP, and the field implementation partner to develop HAPHIA protocol and obtain ethical clearance
  • Work with Project Director and Coordinator to implement Standard Operating Procedures (SOPs)
  • Coordinate the development and monitoring of PHIA implementation plans, including assessment of status and progress of PHIA implementation, and identification of challenges and solutions
  • Track and troubleshoot PHIA fieldwork progress. Review and identify opportunities to gain efficiencies in field work and to maximize the output of survey teams’ time in the field. Provide regular feedback to CDC Haiti, ICAP HQ, and other collaborating partners
  • Use the weekly data dashboard and other data management tools to identify and respond to evolving fieldwork issues such as missing households before EA closure, concentration low response rates, fieldwork team underperformance, satellite lab backlogs and other issues, as necessary
  • Participate in regular field visits to provide support, supervision, and technical assistance during each phase of survey planning, implementation and analysis
  • Liaise with lab and data teams to evaluate satellite labs, develop data system, ensure coordination between satellite labs and field teams, and to ensure upload of data from tablets and LDMS occurs as indicated in protocol
  • Assist, as necessary, with trainings, capacity building workshops and other related implementation activities as they arise
  • Assist, as necessary, with budgeting and planning activities
  • Coordinate and contribute to the documentation and dissemination of project results, including preparation and submission of progress reports, presentations, summary briefs, and other project documents
  • Represent ICAP before Government partners, technical working groups and partner organizations, as required
  • Perform other related duties as needed

EDUCATION

  • Master’s degree in Public Health or related discipline

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS

  • Excellent writing ability, strong interpersonal, group facilitation and oral presentation skills
  • Demonstrated experience with management and monitoring of programs, including identifying and addressing programmatic, technical, administrative, and logistics needs area
  • Prior experience with primary research and data collection, and experience with using real-time data monitoring for program management
  • Data analysis skills in STATA, SPSS, SAS, R or equivalent
  • Demonstrated experience supervising public health program staff
  • Working knowledge of USG operational and programmatic rules and regulations
  • Demonstrated experience with Microsoft Office Suite with an intermediate level knowledge of Excel
  • Fluency in English, proficiency in French

EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS

  • Experience working within an international, non-profit and/or academic organization preferred
  • Knowledge of Haitian Creole an asset

TRAVEL REQUIREMENTS

  • Occasional domestic trips to field sites, funder offices, donor conferences and/or training sessions
