BACKGROUND AND PURPOSE

It is now widely understood that gender inequalities play a significant role in the food security and nutrition status of individuals, communities and countries. Recent global comparisons show a strong correlation between hunger and gender inequalities. Countries ranking highest on the index of global hunger are also those where such inequalities are more severe. Gender equality and women’s empowerment are essential to improving food security and nutrition outcomes. There are multiple ways in which gender-based inequalities underpin food insecurity and malnutrition; at individual, household and macroeconomic levels. In Haiti, addressing the gender inequalities is key to achieving SDG 2 and meeting the Zero Hunger Challenge, given that entrenched discriminatory socio-cultural norms, practices and structures put women and girls at greater risk of food insecurity, than men and boys.

In line with Canada’s Feminist International Assistance Policy, WFP's Gender Policy 2015-2020, and the Haitian context, WFP will use its School Feeding Programme as a platform for change towards gender equality.

WFP is seeking a gender specialist to undertake a comprehensive and participatory gender analysis on roles and responsibilities, access and control of resources, decision-making and participation, vulnerabilities and opportunities for women, men, boys and girls in all aspects of the School Feeding Programme.

Purpose

The purpose of the consultancy is to support a gender analysis on roles and responsibilities, access and control of resources, decision-making and participation, vulnerabilities and opportunities for women, men, boys and girls in all aspects of the School Feeding Programme. This analysis will serve as a reference, guide the design adjustments of the programme and help develop and implement a set of gender-related training and actions for key stakeholders in the School Feeding Programme (students, farmer organizations, teachers, school staff, cooks, parents, communities, etc.).

ACCOUNTABILITIES/RESPONSIBILITIES:

Aligned to the Canada’s Feminist International Assistance Policy, the WFP Gender Policy (2015-2020), and the Gender Analysis section of the WFP Gender Toolkit and VAM methodology on gender market analysis https://resources.vam.wfp.org/node/106, the key tasks of the assignment are to:

  1. give assistance to Gender Officer Programme to undertake a participatory and comprehensive gender analysis on roles and responsibilities, access and control of resources, decision-making and participation, vulnerabilities and opportunities for women, men, boys and girls in all aspects of the School Feeding Programme.

  2. support to collect, collate and present qualitative information and analysis on the impact of gender inequalities on the School Feeding Programme.

  3. list of actions that will be required to use the School Feeding Programme as a platform for change towards gender equality indicating requirements for implementation (stakeholders; WFP entities; human, technical, technological and financial resources).

Activities include, but are not necessarily limited to, the following:

  1. support to develop the research methodology, analytical framework and the report outline;
  2. conduct a desk review, ensuring examination of all relevant documents – reports, studies, statistics etc. – on gender inequality on school feeding programmes;
  3. training the Gender Officer Programme and the data collection team to conduct field visits to ensure inclusive and participative consultations, carrying out focus group discussion, key informant interviews and observations;
  4. support the final report, that identifies existing gender gaps in current School Feeding Programme including market analysis and key stakeholder analysis such as students, farmer organizations, management committees of the school canteen, cookers, teachers, parents, and communities;
  5. provide recommendations for programmatic actions that will be required to use the School Feeding Programme as a platform for change towards gender equality and for monitoring indicators to measure such changes, indicating requirements for implementation and monitoring (stakeholders; WFP entities; human, technical, technological and financial resources).

DELIVERABLES AT THE END OF THE CONTRACT:

The gender analysis will result in a report detailing how the gender roles, relations and responsibilities are in all aspects of the School Feeding Programme, including market analysis and key stakeholder analysis such as students, farmer organizations, management committees of the school canteen, cooks, teachers, parents, and communities, and how WFP could use its School Feeding Programme as a platform for change towards gender equality.

Such exercise will serve as a basis for making programmatic decisions on gender equality, for developing and defining Social and Behaviour Change Communication (SBCC) activities and for designing and implementing a set of gender-related trainings and activities for key stakeholders in the School Feeding Programme (students, farmer organizations, teachers, school staff, cookers, parents, communities, etc.).

The final output should be a concise, but comprehensive, analytical, well-structured report, written in French. Description of the research methodology, analytical tools, list of documents reviewed, an executive resume, Power Point presentation, list of persons consulted should be annexed to the report.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Postgraduate degree, preferably in the field of gender, development or social sciences.

Experience:

At least 5 years of experience in the field of gender, including in designing and conducting research, gender analyses, policy and/or programming.

Knowledge & Skills:

Sound analytical and communication skills.

Excellent report-writing skills.

Understanding of gender issues and normative frameworks in Haiti.

Languages:

Fluency in French and working knowledge of English. Knowledge of Creole is desirable.
