CHAI's global malaria program provides direct technical and operational support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

In Haiti, CHAI works hand and hand with the National Malaria Program to help them use available resources effectively to achieve their goals of eliminating malaria in the near term. To coordinate CHAI's malaria elimination support activities in Haiti, CHAI is seeking a highly motivated individual with strong management skills, proven leadership ability, public health experience, strong writing skills, extensive organization, problem-solving and communication skills, and experience making organizations and/or systems work better.

Position Overview

The successful candidate will manage all operational and administrative aspects of CHAI's Haiti office, act as a trusted partner to government health officials and partners, and facilitate the involvement of CHAI's regional technical teams in execution of high-impact programs designed to eliminate malaria. S/he will have deep personal commitment to producing results, the skills to navigate political situations, and patience and optimism even in the face of daunting challenges.
This position acts as the “Safety Point Person” for all staff members based in and traveling to Haiti. Responsibilities include the creation and implementation of policies related to security in close partnership with the Global Safety & Security Department; the oversight of staff activities, including field travel; management of local external relationships and information networks; maintenance of local documents and resources; and the management of incidents affecting the wellbeing of staff members, from critical to minor. Training and support will be provided by the Global Safety & Security Department.
This role requires travel to remote regions with limited infrastructure and medical care.

Responsibilities

  • In close coordination with regional management and technical teams, oversee and implement CHAI's overall strategy in Haiti, develop clear annual work plans for execution, and continually identify opportunities for CHAI to add value and maximize impact
  • Manage CHAI's small in-country team to effectively implement planned activities, and oversee recruitment of new staff
  • Build and maintain a strong working relationship with stakeholders across the government and their partners, including acting as CHAI's focal point for the Malaria Zero consortium, a group of organizations aiming to eliminate malaria from Haiti by 2020
  • Monitor progress and identify key impediments to the successful execution of malaria plans and help ministry staff develop solutions to rapidly address them, including improving operational effectiveness/logistics, systems strengthening, and resource mobilization
  • Develop convincing communication materials and represent CHAI at public forums and partner meetings in Haiti
  • Develop and submit CHAI's programmatic annual reports to the government
  • In close coordination with CHAI's malaria global team, draft quarterly country progress reports for donors and internal leadership
  • Oversee the financial management of the program, including monthly cash flow and financial reporting, cash and salary allocations, budget forecasting and planning, and overseeing completion of accurate and timely accounting reports to CHAI Boston and donors
  • Oversee internal management of the office's daily operations, including contracting with vendors, ensuring compliance with local laws, interfacing with CHAI's legal and financial teams
  • Any other responsibilities identified by the supervisor
    Qualifications:

  • Master's Degree in Public Health, Business Administration or related field strongly preferred; or Bachelor's degree with +5 years of work experience with increasing levels of responsibility and leadership

  • Experience conceiving, planning and executing complex programs or projects with verifiable results

  • Experience in strategy development, planning, and project implementation

  • Experience working and communicating with government officials and multilateral organizations

  • Exceptional strategic thinking, problem-solving, team building and interpersonal skills

  • Comfortable in peer relationships with senior managers and leadership at the Ministry of Health, including civil servants

  • Ability to navigate complex government processes with multiple influencers, and to negotiate and achieve consensus

  • Ability to work independently without extensive structural or operational support from HQ

  • Ability to handle multiple tasks simultaneously, set priorities, delegate and work independently

  • Ability to be effective in high-pressure situations and work in a fast-paced, multicultural environment

  • Ability be patient and to achieve maximum efficiency and impact with limited human and financial resources

  • Strong mentor, manager, role model and team player who demands 100% performance from self and entire team

  • Excellent business-oriented oral and written communication skills

  • English and French/Creole fluency
