PSI has operated in Haiti as a local NGO for more than 25 years, having launched products ranging from condoms to contraceptives, and ORS to safe water. In line with its institutional development vision, PSI Haiti has deepened its national roots, changing its name to reflect a more local entity now called Organisation Haitienne de Marketing Social pour la Santé (OHMaSS), and developing a more diverse board. Thanks to a dedicated team of 100+ staff members, PSI is the principal recipient of Global Fund resources for Malaria, HIV and TB, with a total of roughly $105m until December 2020.

PSI seeks qualified candidates for a Manager of Monitoring & Evaluation (M&E) position within OHMaSS.

The Manager of Research and M&E will be responsible for the planning, management and oversight of research, monitoring and evaluation activities. The Manager aims to design, develop, coordinate, and execute all M&E and research activities to support the improvement and ultimate achievement of OHMaSS' programs. The Manager will be responsible for developing the annual research plan and the study protocols for both qualitative and quantitative studies. The Manager will ensure full compliance with research ethics and standards in working with human subjects. As such, the Manager will ensure that all protocols involving human subjects are approved by PSI Research Ethic Board (ERB). For research activities requiring the involvement of third-party research agencies, the Manager will provide training on OHMaSS research ethics & standards and will ensure systematic screening for potential entities who may be subject to a sanctions list. The Manager will also be responsible for developing appropriate syntax for data analysis and the writing of research reports. After each study, the manager will ensure to communicate results to program teams, partners and funders in the most effective way for improving programs and driving strategic decision making.

Bottom line: we are looking for someone who can spearhead ongoing research and M&E activities, as well transform data into decisions—decisions that can improve our programs' impact, decisions on how to adapt and course-correct our activities, decisions on what to propose new donors to pursue our vision. This full-time position is based in Port-au-Prince and will report to the Director of Programs of OHMaSS. The position will require up to 20% travel to visit research and M&E activities in the field.

Your contribution

Research

  • Define appropriate research methodologies;
  • Comply with research ethics and standards in working with human subjects;
  • Develop study protocols and submit to ERB;
  • Insure appropriate syntax for data analysis;
  • Develop research reports.

Monitoring and Evaluation

  • Develop appropriate data collection and data sharing systems to improve data driven decision making;
  • Communicate results trends and gaps with the program team to course correct activities implemented by SRs.

Coordination & Partnerships

  • Organize the capacity building agenda for SRs base on specific criteria;
  • Disseminate research, monitoring and evaluation results to partners and stakeholders;
  • Participate in research meetings.

Our ideal candidate will possess:

  • BA and/or Masters in Public Health;
  • Minimum 2 years of work experience in Haiti;
  • Minimum 5 years of work experience in designing and conducting qualitative and quantitative research, as well as monitoring and evaluation for public health programs;
  • Experience in operational rollout of research studies and M&E;
  • Experience in direct supervision and management of small and large teams;
  • Excellent writing skills, experience in data analysis and writing detailed reports;
  • Experience in conducting robust data to decision making workshops;
  • Knowledge and skill in developing infographics that effectively communicate research results to different audience types;
  • Experience in proposal writing a plus;
  • Good communication and interpersonal skills with the ability to interact with people having various profiles;
  • Proven experience in capacity building;
  • Extensive experience in planning, preparation and monitoring of budgets, preparation of reports and presentations, using advanced computer skills (Microsoft Word, Excel, PowerPoint, Outlook, Internet);
  • Excellent knowledge of French and English;
  • Ability to work in teams and under pressure.
  • References will be required. The successful canadidate will be required to pass a background check.

The successful candidate will be someone who can lead OHMaSS Research and M&E agenda by proactively suggesting ways to improve our tools and systems; particularly for the M&E components. For research, we are looking for someone who will not only apply PSI highest research standards and ethics but who will also think “outside the box” for new methodologies and processes to simplify how evidence is produced and used.
