Serbia: Child Protection and Gender Based Violence in Emergency Consultant

UNICEF in Serbia is seeking a qualified candidate to provide support in the area of child protection and gender-based violence in emergency setting. This is an on-site full-time assignment with the duration from March to December 2019.

Purpose of the Assignment:

Despite the de-facto closure of the Balkan route in early March 2016 and the volatile access to the route across Bosnia Herzegovina, a continuous stream of refugees and migrants continues to arrive to Serbia mainly from Bulgaria and North Macedonia, with strong support from cross-border smuggling and trafficking networks.

The number of refugees and migrants in Serbia throughout 2018 fluctuated around 4,000 and is likely to remain stable during 2019 with some potential slightly increased due to the unstable situation in the region. UNICEF is therefore working towards ensuring that all refugee and migrant children, unaccompanied separated or with their family, benefit from timely, and equitable, quality access to services that guaranty their protection, care, development, access to education and social inclusion.

In 2019 UNICEF focuses on advocacy, technical assistance, protection monitoring and guidance to a variety of stakeholders (front-line NGOs as well as institutions) to ensure that a comprehensive child protection and gender-based violence issues are identified, addressed and acted upon in a coordinated and quality manner. UNICEF also continues playing a paramount role in coordination of child protection, supporting also the GBV Working Group.

In the education, health, and nutrition sectors, UNICEF Serbia plays a technical essential actor, disseminating guidance and acting as a technical resource and resource knowledge management hub to partners and institutions. UNICEF coordinates strategic emergency partnerships in order to ensure that essential services are available for the hard-to-reach and most vulnerable groups in critical areas.

Work Assignment Overview:

The consultant will be responsible to develop and carry out capacity development initiatives (training, mentorship, follow up and related workshops), act as secretariat for the Child Protection Working Group, support the development of strategic documents on child protection and gender-based violence as well as leading implementing partners monitoring in line with the regional framework. Moreover she/he will be responsible for liaising with national authorities at different levels and support develop synergies with UNICEF current programs.

In particular, he/she is expected to:

  • Develop tailored training material and curricula on Child Protection and Gender-based Violence in Emergencies for facilitating the different capacity development initiatives promoted by UNICEF, based on international available curricula as well as capitalising from past UNICEF training efforts;
  • Support the roll-out of the UNICEF Capacity Development Strategy by actively looking for opportunities to promote blended training modalities through coaching and mentoring implementing partners, promoting the sustainability UNICEF technical assistance efforts, and monitoring the impact of the past training;
  • Monitor the CFS related activities transition together with the Inter-agency working group and contribute to the timely documentation of the whole process;
  • Carry out monitoring and programmatic missions to evaluate and assess implementing partners activities as well gaps and promising practices on the ground to provide recommendations to improve quality of services and UNICEF programming;
  • Be responsible to map out and identify gaps on the partners and public institutions provision of care to vulnerable children including GBV survivors, liaising in particular with outreach workers and social workers from Center for Social Work;
  • Ensure the active secretariat of the Child Protection sub Working Group (CPsWG): helping in developing meeting agenda, support technical documents development, follow up to action points through timely and quality communication, setting up a knowledge management hub, and acting as a coordinator in case of his/her absence;
  • Support national advocacy related events and action on UASC and their needs;
  • Carry out regular field visits.
  • Expected deliverables:

  • Child Protection in Emergency and Gender Based Violence in Emergency (CPiE/GBViE) integrated curriculum developed and submitted for certification to the relevant institute;
  • CPiE/GBViE trainers capacity building program final report;
  • Adult life long course on GBViE/CPiE concepts notes for universities developed;
  • Child Protection Working Group Repository developed;
  • Implementing partners framework developed;
  • U-Report for refugees and migrants road-map developed.
  • Knowledge/Expertise/Skills required:

  • Master University degree in social work, education, health or other related fields.
  • More than 5 years of professional experience in social protection, child protection, GBV or education, 3 years of which in the migrants and refugees response.
  • Experience in training facilitation and material development for different audiences.
  • Proved experience of working with national authorities.
  • Ability to work effectively with an ethnically diverse team in a sensitive environment and to coordinate multiple initiatives.
  • Excellent oral and written English and Serbian language skills.
  • Flexibility and understanding of the humanitarian principles in working with populations affected by crisis and who have experienced traumatic experience.
  • How to Apply:

  • Daily rate (all costs to be included e.g. health insurance, pension, usage of mobile phone),
  • Daily allowance cost for travel within Serbia (for overnight, accommodation costs included),
  • Transportation cost per km.
