Serbia: Communication Consultant

UNICEF in Serbia is seeking a qualified candidate to provide support in the area of communication. This is an on-site full-time assignment with the duration from March 2019 to March 2020.

Purpose of the Assignment:

The UNICEF Serbia Country Programme has an overall focus on supporting Serbia’s social sector reform processes, prioritizing equity and social inclusion. It consists of two complementary and synergetic parts - one being focused on system reform and the other on the work that happens outside the system. Communication and public advocacy are essential for supporting shifts in public policies, fueling social engagement through campaigning and partnerships, and increasing public and private resources for children.

In 2019/20, communication and advocacy efforts will entail improvements in integration of advocacy, public engagement, fundraising, brand and communication, as well as closer alignment with Communication for Development planning by highlighting UNICEF’s results and impact for children.

Communication work on the ECD project financed through LEGO and the ECE project financed through the WB funds, the marking of the CRC@30 anniversary in 2019 and provision of communication support to programmatic and fundraising initiatives requires additional support to the Communication section.

Work Assignment Overview:

The work will be delivered in accordance with the yearly and subsequent monthly workplans agreed upon between the Individual contractor and the Supervisor.

The first monthly plan will be established 5 days upon the beginning of the assignment. The consequent monthly reports and monthly outline plans for to following month, defined at the end of each month, will be submitted between 25th and 30th day in a month.

Task 1:Support the documentation of knowledge and good practices:

  • Organise effective video production for UNICEF website, projects, campaigns and other purposes and, when needed, facilitate the work in the field,
  • Follow up with outsourced services to assure quality and standards as set out in the Communication / Brand Toolkits (production of advocacy and communication materials, translations, graphic design, etc.).
  • Deliverables:Monthly reports about the work done and an outline of a plan for the following month the end of each month.

    Timeframe:Monthly throughout the assignment.

    Task 2: Support preparation of content and dissemination of communication and knowledge materials:

  • Contribute to creating content for the digital knowledge management landing page,
  • Develop and support the production of the Fact Sheets on UNICEF’s work to be used for external communication, public advocacy and fundraising.
  • Deliverables:

  • Content for the landing page based on the selected knowledge products,
  • Fact Sheets.
  • Timeframe:The initial batch by end of April 2019, and updates throughout the assignment.

    Task 3:

  • Develop a management matrix of events with overall roles and responsibilities,
  • Develop an overall integrated framework for each campaign (Parenting, ECE, Lego),
  • Support the organization of special events and campaigns for programme, communication, advocacy and fundraising purposes, including for the Parenting month and CRC @ 30 Anniversary, ECE and LEGO public and educational campaigns, etc.
  • Deliverables:Monthly reports about the work done and an outline of a plan for the following month the end of each month.

    Timeframe:Monthly throughout the assignment.

    Knowledge/Expertise/Skills required:

  • University degree in Journalism, Languages or Arts (Social Sciences);
  • At least 5 years of experience in social sciences, journalism, marketing or public relations;
  • Proven familiarity and established contacts with the media scene in Serbia;
  • Knowledge and versatility in using digital media technologies for communicating targeted public information and outreach messages (including social networks);
  • Excellent oral and written skills in English and Serbian are essential;
  • Ability to work independently and effectively with attention to detail and follow through;
  • Highly organized with ability to work quickly and efficiently as part of a team;
  • Previous experience with UNICEF or UN agencies is an asset;
  • Experience in, or understanding of, strategic communication processes for behaviour development/ social mobilization /participatory communication is an asset;
  • Knowledge of children’s and development issues is an asset.
