Haiti: International Consultant for National Pharmaceutical Supply Management

*Context*

The Pan American Health Organization/ World Health Organization is providing technical assistance to the Ministry of Health in Haiti (Ministère de la Santé Publique et Population – MSPP) to strengthen its Health System based on Primary Health Care and progress towards Universal Access to Health and Universal Health Coverage.

Promoting access to and rational use of essential, quality, safe and effective medicines and other health technologies is in this regard a key area of work and primarily operationalized through the national Programme de Medicaments Essentiels (PROMESS). PROMESS was established in 1992 following the embargo in Haiti. It acts as a mechanism to guarantee the availability of a select group of quality essential medicines and consumables for public and private nonprofit medical institutions in Haiti with responsibility for the general management of the pharmaceutical supplies.

A board of directors composed of members of the United Nations agencies, the public and private sector of Haiti, and chaired by the Minister of Health, ensures oversight over the management of OPS-PROMESS.

The PAHO/WHO will contract an international professional consultant for the management of PROMESS as well as enhancing national capacity for the general management of pharmaceutical supplies.

*Objectives and Responsibilities*

The objective of the consultancy is to strengthen the national capacity in the planning, procurement, supply management and rational use of medicines.

The consultant is responsible for the management of PROMESS and PAHO/WHO technical cooperation to the MSPP in the overall framework of the national pharmaceutical supply system and the biennial workplan of the PAHO/WHO country office.

*Duties*

* Lead the implementation of the PROMESS biennial workplan (BWP),

* Provide technical guidance to the PROMESS Management Committee,

* Plan, manage and monitor overall business operations of PROMESS, including improvement of the stock management, budget and financing processes and ensure use of appropriate systems and application of modern technology for inventory management and related administrative processes,

* Develop linkages with the PAHO Caribbean sub-regional Office to ensure availability of pharmaceuticals in case of emergencies in the Caribbean,

* Develop and/or update Standard Operating Procedures (SOPs), in accordance with PAHO rules and regulations and ensure implementation by the PROMESS team,

* Participate in national technical committees on pharmaceutical supply management system and maintain collaboration with national and international partners in the area of pharmaceutical supply management,

* Participate in the Health System and Services (HSS) team in the office and promote integration of access and rational use of medicines into the other work areas and programs in the PAHO office,

* Develop workplans and produce periodic reports including indicators on the performance of PROMESS

* Other duties on request in the framework of the objectives of this consultancy.

*Timeframe and deliverables*

The duration of the consultancy is 6 months and starts in March 2019.

Extension is an option.

*Deliverables*

  1. Workplan for improving the overall business operations of PROMESS

  2. Performance measurement proposal with a set of indicators

  3. Mid-year BWP report (PMA3)

  4. Update set of Standard Operating Procedures (SOPs) for PROMESS

  5. End report with recommendations.

*Payment schedule*

*Installment*
First, upon submission of deliverable 1: workplan- 15% of total fees

Second, upon submission of deliverable 2: performance measurement proposal with a set of indicators- 25% of total fees

Third, upon submission of deliverable 3: progress report on the implementation- 15% of total fees

Fourth, upon submission of deliverable 4: Update collection of SOPs- 25 % of total fees

Fifth, upon submission of deliverable 5: progress report with recommendations- 20% of total fees

*Profile*

Education

A master’s degree in Business Administration, Managerial-, Administrative-, Finance, logistics and procurement or Pharmaceutical Sciences from a recognized university.

*Expertise and experiences*

Knowledge of and experiences with:

* Procurement, supply and distribution management in health/pharmaceutical sector,

* International standards of Good Procurement Practices, Good Storage and Distribution Practicing,

* Basic principles of management to include administration, finance and human resources,

* Pharmaceutical markets,

* Managing a team.

Knowledge of and experiences with pharmaceutical quality, regulatory systems and Good Laboratory Practices is an asset.

*Skills:*

* In the formulation of technical cooperation interventions and the development of criteria and instruments for evaluation of program intervention,

* Strong professional oral and writing skills, including the development of reports and oral presentations,

* Ability to effectively use a computer and utilize software programs such as Ms Office Word, Excel, PowerPoint, SharePoint and Outlook.

*Language:*

Very good knowledge of French and working knowledge of English. Knowledge of Spanish is an asset.
