Job description
The bi-national project ‘Increasing the adaptability of ecosystems in the biosphere conservation areas along the border between the Dominican Republic and Haiti’ is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is dedicated to the conservation and sustainable use of ecosystems and adaptation to climate change. As part of a cofinancing arrangement with the European Union, the project aims to conserve natural resources in the transboundary Pedernales River Basin and strengthen local and national actors’ disaster risk management capability, focusing on prevention and adaptation. Factors influencing cooperation between the local and national actors of both countries include the respective linguistic and cultural environments in Haiti and the Dominican Republic, each country’s institutional and economic development, and the impact of migration issues on the situation in the border region.
Your tasks
- Providing expert advice to national and local actors on disaster risk management (DRM) and risk reduction, focusing on local (particularly in Haiti) and bi-national capacity development, DRM-relevant information management and cross-border coordination
- Advising local inter-institutional bodies and actors on integrating DRM and resource conservation
- Advising and monitoring beneficiaries of subsidies or grants and consultants in the DRM sector
- Contributing to technical and financial planning for project implementation
- Technical coordination with actors at national level and other donors in the DRM sector in Haiti
- Information management and results monitoring for the project
- Contributing to publications, presentations, reports and social media communications
- Supporting cross-cutting tasks relating to your role (e.g. administration at the project office in Port-au-Prince, event management, knowledge management)
Your profile
- University degree in social sciences or another subject relevant to the position
- Several years experience in local risk management, preferably including experience in fragile states affected by extreme poverty
- Experience of multi-level approaches and project management
- Experience in the field of natural resource conservation
- Experience of working in rural areas with civil-society and municipal actors
- Strong conceptual and analytical abilities as well as good communication and mediation skills and a conflict-sensitive approach
- Excellent knowledge of written and spoken French and German, good Spanish
