Position Title : Working Group Technical Coordinator (Shelter and Non-FoodItems (NFI))

Duty Station : Port-de-Paix, Haiti

Classification : Professional Staff, Grade UG

Type of Appointment : Special short-term ungraded, Six months with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Under the direct guidance and supervision of the Shelter Working Group Coordinator, and the overall supervision of the Chief of Mission, the successful candidate will be in charge of providing technical leadership to the Shelter and Non-Food Items (NFI) Working Group, led by IOM in Haiti. Although not a formally activated cluster, this will be “cluster like” run in the style of a cluster.

Core Functions / Responsibilities:

In particular, s/he will concentrate on the following functions:

  1. Support the National coordinator for all related shelter technical issues, in particular around transition from emergency to recovery shelter intervention and strategy, collective shelters management principles, referral mechanisms and preparedness

  2. Support Consortium, Working Group and partners agencies in their response options, especially around preparedness trainings and building back safer activities.

  3. Develop along with the shelter coordinator Nexus strategy.

  4. Promote inclusion of all stakeholders in the Shelter Working Group to ensure that Shelter Working Group partners work collectively in a spirit of mutual cooperation and through consensual decision-making, ensuring complementarity of various stakeholders’ actions as far as possible.

  5. Under leadership of the National Coordinator, ensure the establishment and proper working of ad-hoc Technical Working Group coordination mechanisms, including Sub-Working Groups, as requested by the National Coordinator. Ensure appropriate distribution of responsibilities within the Technical Working Groups, with clearly defined focal points for specific issues as required.

  6. Promote related existing international, national and Inter-Agency Standing Committee (IASC) policy guidelines, technical standards, and relevant Government obligations.

  7. Support the National Coordinator in preparation and revision, when necessary, of Shelter and NFI specific documents, strategies, guidelines, and working group’s terms of reference, promote institutionalization and systematization of the developed documents.

  8. Provide timely analysis, leading to a joint identification of technical gaps and contribute to the development of sector-specific response strategies.

  9. Plan, coordinate and deliver training/ capacity building opportunities to Shelter and NFI Working Group partners and consortium partners, with a view to improving quality and efficiency of Shelter and NFI trainings especially around Building Back Safer and emergency preparedness, including support efforts to strengthen the capacity of the national authorities and civil society.

  10. Support National Coordinator to implement a common strategy within the Shelter and NFI Working Group for capacity building and training.

  11. Ensure integration of the Inter-Agency Standing Committee’s priority cross cutting issues (e.g. human rights, HIV/AIDS. age, community participatory approaches) and promote gender equality and GBV risk reduction and by ensuring that the needs of women and girls as well as men and boys are addressed.

  12. Contribute to regular Shelter and NFI Working Group coordination meetings on technical related issues.

  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Architecture, Civil or Structural Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in Working Group coordination and humanitarian response;

• Experience in program management and project implementation;

• Experience of operational Working Group information management, shelter program design, implementation and monitoring and evaluation, shelter design and basic construction

management; collective shelter management and emergency response principle;

• Good knowledge of shelter-related technical guidelines and standards;

• Previous management experience in an emergency operation setting.

Languages

For this position, fluency in English and French is required (oral and written). Working knowledge of Haitian Creole is an advantage.

Other:

• Internationally recruited professional staff are required to be mobile. For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible.
