About medica mondiale
medica mondiale is a non-governmental organisation based in Cologne, Germany. As a feminist women’s rights organisation medica mondiale supports women and girls in war and crisis zones throughout the world. Through own programmes and in cooperation with local women’s organisations we offer holistic support to women and girl affected by sexualised and gender based violence. On the political level, we promote women’s rights and call for effective protection, justice and political participation of survivors of violence. Currently medica mondiale is working in Northern Iraq/ Kurdistan, in Afghanistan, in West Africa/Mano River Region, in Southeastern Europe and in the African Great Lakes Region.
Context
In the frame of its regional concept for Southeastern Europe, medica mondiale, together with selected partner organisations in Bosnia and Herzegovina, Kosovo, Serbia and Croatia is currently planning the regional programme “*Amplifying Voices of women affected by war-related sexualised and gender based violence in the Western Balkans – For a culture of Recognition and Reconciliation*” (Short: Amplifying Voices). The programme design follows the structure of the Dealing with the Past Framework of swisspeace and EDA.
Subject of this call is to conduct a feasibility study in Kosovo, Bosnia and Herzegovina, Serbia and Croatia to inform the proposal development of the Regional Programme “Amplifying Voices”. (Instrument: BMZ-Global Programme)
Objectives of the consultancy
A feasibility study to inform the proposal development of the Programme “Amplifying Voices” is available and meets the quality standards of the donor.
The study should also critically review the planned project in terms of the OECD/DAC Criteria.
More detailed Terms of Reference will be provided upon request.
Tentative time plan
Tender of evaluation: 17 November 2019
Selection of evaluators: until 6 December 2019
Preparation Phase: December 2019
Data collection Phase: January – February 2020
Reporting, including presentation in Cologne: Mid of March 2020
Professional qualifications
To ensure that the feasibility study draws a balanced picture we would like to contract a female consultant or consultant team with the following expertise:
§ A strong understanding and proven experience in research methodology and practice and experience in team work, proven experience in conducting feasibility studies and/or ex-ante evaluations, ideally for BMZ.
§ Regional knowledge, previous experience in at least two of the project regions (Bosnia and Herzegovina, Kosovo, Serbia, Croatia)
§ Experiences in working with women rights
§ Experiences and knowledge about dealing with the past processes in the Western Balkans
§ Experiences and knowledge about psycho-social work in the field of violence against women
§ Excellent and proven report writing and verbal communication skills in English, German would be an asset
§ Experience with BMZ terminology and Funding policies
§ Excellent analytical skills
§ Structured working style
For team-consultancies: One consultant will be the main responsible person to medica mondiale and will take the lead responsibility for methodology, process and reporting. This consultant will also ensure that the consultancy team will act in a trauma sensitive way. We also appreciate application from regional consultant teams and / or institutions.
