Background information
The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world. UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian and development projects. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.
The United Nations Office for Project Services (UNOPS) has been active in Serbia since 2000, and the operations of UNOPS Serbia Project Office (RSPO) have since 2017 expanded to North Macedonia and Montenegro.
UNOPS has been a reliable partner primarily of the Government of Serbia, and later of the Governments of North Macedonia and Montenegro, in providing support for demanding socio-economic reforms and facilitating accession to the European Union.
Currently, the RSPO is implementing 13 projects focused on sustainable socio-economic development, social cohesion, creating environment for employability, business and infrastructure growth, increased security, improved education, enhanced social inclusion either via enabling durable housing solutions or providing access to health, education and jobs for the most vulnerable population. All projects have good governance and gender equality as transversal themes. UNOPS projects are contextualized within the broader Sustainable Development Goals framework and objectives.
The Government of the Republic of Serbia and European Investment Bank (EIB) signed three financial agreements worth 200 million Euros for the Project “Modernization, Development, Expansion and Extension of clinical centres in the cities of Belgrade, Novi Sad, Nis and Kragujevac” (Four Clinical Centres in Serbia Project). The Project started in 2007 but due to the size and complexity, as well as limited resources and capacities of the Project Implementation Unit (PIU), established within the Ministry of Health at the start of the Project, the implementation is well behind planned timelines.
In order to support Project’s ‘back on track’ and to effectively use above mentioned loans from EIB, the Government of Republic of Serbia has requested UNOPS to provide technical assistance support in project management and infrastructure project management to assist in the planning and implementation of the Four Clinical Centres in Serbia Project, financed by the Government of Republic of Serbia and European Investment Bank (EIB).
The technical assistance includes the capacity building of the Ministry of Health and its PIU to implement donor and international financial institutions funded projects based on project management principles in the future.
Functional Responsibilities
Under the supervision of the Project Manager, the Administration Assistant provides administrative support services to the Project personnel, ensuring high quality of work, accurate, timely and properly recorded/documented service delivery in consistency with UNOPS’ rules and regulations.
In particular, the Administration Assistant will be focusing on achievement of the following results:
- Managing switchboard and directing calls, taking messages, and delivering messages professionally and efficiently to the recipients;
- Register and receive all visitors, direct to the appropriate host, respond to queries of visitors and provide assistance;
- Monitor the working condition of office equipment, ensuring day-to-day functioning of telephone switch board, photocopiers, and take necessary action on repairs and replacement;
- Support travel related activities and liaise with Logistics Unit on travel authorisations and clearances for project personnel, ensuring that all Project travel complies to prevailing safety and security rules as well as UNOPS Travel Policy;
- Support car maintenance related activities for the Project and liaise with Logistics Unit in regard to regular service, refuelling, car wash, registration;
- Provide support to Project in security related activities and act as focal point for fire drill/building evacuation exercises;
- Provide support in organisation of Project meetings, workshops and visibility events;
- Assist PIU Logistics focal point in organisation of efficient office management and office maintenance activities;
- Focal point for Project office stationery supplies including maintenance of stationery stock and distribution/replenishment of stationery as required by personnel;
- Liaise with central registry for Project registry related activities;
- Provide support to other administrative/logistics functions as requested, including driving services as needed.
Required Selection Criteria
Education
- Secondary school diploma is required;
- Bachelor degree in Business Administration, Public Administration or related field is an asset.
Work Experience
- Four years of relevant experience in administrative support services in combination with a secondary school diploma is required. Bachelor’s degree may substitute for years of experience.
Language Requirements
- Fluency in Serbian and English is required.
Driving license
- Driving license with clean record and ability to travel independently is required.
