Background:
Serbia is situated along the preferred route through the Western Balkans for refugees originating from the Middle East and Asia, aiming to seek asylum in Europe. The majority are from Syria, Afghanistan and Syria. Over 250,000 asylum applications have been registered between January and October 2015 alone. The vast majority of them want to seek international protection in the European Union crossing into Croatia. According to the available data from the Serbian Ministry of Interior, children represent approximately 30% of the refugees’ influx in Serbia and the number of women and children steadily increases since the beginning of 2015. UNHCR and UNICEF have highlighted the extreme vulnerability of families travelling with children and unaccompanied children and have agreed with State actors and other partners to prioritise the needs and protection of children. To support this response, UNICEF is looking at recruiting an on-call logistics coordinator.Purpose of the assignment:
Under the general guidance and direction of the Operations Manager, the incumbent will be responsible for providing technical guidance and logistics support related to setting up temporary facilities (tents, containers, existing building ) and related services(such as but not limited to , water supply connection, waste and waste water disposal, provision of electrical connection to either municipal grid or generator, heating etc) for refugees and migrants children and mothers at designated locations (border crossings and Belgrade) Estimated start Date:
9 November 2015 Estimated end Date: Number of days/months 7 April 2016Up to 50 days in 6 months (A consultant will be paid on actual working days) Work Assignment Overview Tasks Deliverables Timeframe Undertakes field visits on on-call basis at designated locations and asses local conditions regarding preparatory groundworks for tent/container set up, and heating requirements. 6 monthly reports detailing support provided in the 5 tasks mentioned. Monthly payment to be done at the end of each of the 6 months upon submission of the report. Determines material, machinery and man power requirements for works, and prepares plans. Assist with identification and mobilization of individual / instructional contractors for ground works, and installation works. Manage tent/container erection (set up aluminum construction for tents, cover sheets, floor cover, insulation, excavation drainage ditches, etc) Assist with identifying best options for tents/containers heating, and preparing technical specifications.
