Organizational Background:

Heartland Alliance International (HAI) is the international wing of Heartland Alliance for Human Needs & Human Rights, a family of organizations that has been leading anti-poverty and social justice work in Chicago for more than 125 years. HAI is comprised of numerous country offices implementing programs on a broad range of human rights issues globally, as well as the Chicago-based Marjorie Kovler Center for the Treatment of Survivors of Torture, which serves individuals from more than 50 countries. HAI is an industry leader in access to high-quality and stigma-free health care and HIV/AIDS prevention, treatment, and care for key populations (including people who engage in commercial sex work, people who use drugs, LGBTIQ individuals, and others). HAI also has significant expertise in the fields of trauma-informed mental health care and access to justice for survivors of rights abuses. Across all of its programs, HAI promotes progressive, innovative approaches to human rights protections and gender equality.

Overview:

HAI is a leader in access to effective, high quality, and stigma-free health care. Since 2009, HAI has implemented large-scale, donor-funded programs that reach heavily stigmatized key populations in Côte d’Ivoire, the Dominican Republic, Ethiopia, Ghana, Nigeria, and Rwanda with comprehensive HIV/AIDS prevention, treatment, and care services. HAI’s HIV/AIDS programming is firmly rooted in the empowerment and professionalization of key population communities. Serving marginalized and vulnerable populations, HAI addresses patients’ physical and emotional trauma by providing an integrated approach to health care that includes access to justice, mental health, and community empowerment.

Leveraging HAI’s experience in Haiti and building upon the organization’s global expertise in HIV/AIDS programming for key populations, HAI plans to respond to the Department of Health and Human Services Centers for Disease Control forthcoming call for proposals entitled Comprehensive Access to HIV/AIDS Care and Treatment, and Prevention Services for Key Populations in Haiti under the President's Emergency Plan for AIDS Relief (PEPFAR) in Haiti.

Summary

Heartland Alliance International (HAI) seeks candidates for Deputy Director for Programs – Haiti for an anticipated CDC-funded program focused on HIV/AIDS service delivery for key populations, specifically commercial sex workers, transgender individuals, and men who have sex with men. This project will also increase access to services, education, and awareness to reduce stigma and discrimination, and capacity building for local and community organizations. The Deputy Director will lead implementation of the key populations’ project, including overseeing testing, linkage to care, high quality and culturally appropriate clinical prevention and support services, and strong science-based interventions. This is a full-time position and will report directly to the Chief of Party – Haiti.

Key Responsibilities

  • Coordinate all aspects of project implementation by supporting effective collaboration on finance, administration, and monitoring and evaluation, including liaising with staff, committees, and sub-awardees and providing guidance where necessary;
  • Provide expert technical assistance and capacity building including support for the design, implementation, and monitoring and evaluation of HIV interventions implemented by HAI and national and local partners, particularly for KPs;
  • Support HAI’s global teams to refine approaches for expanding KPs’ access to HIV prevention, testing, prevention and testing services, and for reducing the stigma and discrimination that these populations face by serving as a focal point for cross-organizational learning in HIV/AIDS, assisting with the development of case studies of successes and lessons learned, and other publications to highlight HAI’s niche areas of expertise and value added;
  • Contribute to the development of HAI’s strategic approach to scaling up HIV/AIDS programs for KPs in Haiti;
  • Work with Chief-of-Party and Deputy Director for Operations to recruit appropriate project management staff;
  • Facilitate capacity-building activities, including South-South exchanges, trainings, etc. and remain informed on current state-of-the-art programs in international HIV/AIDS interventions through the review of literature and articles, and maintains links with PEPFAR, USAID, CDC, UNAIDS, and other international bodies which specialize in this issue;
  • Build and maintain HAI’s institutional knowledge of current epidemiological, public health, and social science literature, trends, and responses, in order to recommend appropriate approaches and best practices;
  • Assist and respond to sub-awardees’ technical and/or management questions when appropriate;
  • Regular travel to sub-awardee sites to ensure management and oversight of sub-awardees’ project, including sub-awardees’ management of local, nascent grassroots organizations;
  • Work with program staff to identify obstacles to the provision of HIV services and respond to difficult/emergency situations, especially those concerning the safety of participants;
  • Work with the Chief of Party and Deputy Director for Operations to ensure open, respectful, and accountable communication with all stakeholders;
  • Ensure compliance with all programmatic and financial requirements, including the preparation and submission of timely donor reports;
  • Develop scopes of work, project deliverables and monitoring and evaluation indicators and targets together with the Program Development team for grant and service delivery partners as required;
  • Perform all other duties as assigned.

Qualifications

Master’s degree in Public Health or a closely related field (medicine, public health, nursing, development, social work, etc.) OR equivalent combination of education and experience. Minimum 5 years of progressive, field-based program management experience in global HIV/AIDs programming, including extensive experience developing and implementing health programs for key populations. Demonstrated ability to train staff and implementing partners in health approaches. Strong written and verbal communication skills. Demonstrated history of professional experience managing other staff members. Demonstrated history of professional experience with large-scale, international donor funded programming. Demonstrated commitment to gender equity and participant-driven programming, as well as sensitivity and understanding of health concerns of key populations in Haiti.
