Deputy Chief of Party - USAID/Haiti Education and Resilience Activity

The American Institutes for Research (AIR) is seeking a Deputy Chief of Party (DCOP) for a USAID-funded education and resilience project in Haiti. This activity will address the education needs of learners aged 5 to 18 years, focusing on the resilience focus zones. The project seeks to incorporate new, innovative solutions on how to improve equitable access to quality education, including ensuring the continuity of learning for all children in Haiti, by reinforcing the resilience of the education at the learner, school, institution, and institution levels.

Responsibilities

  • Assist the Chief of Party (COP) to ensure timely project implementation and technical reliability, monitor project activities, and ensure quality
  • Act as COP in the absence of COP and as such build strong relationships with USAID, Government of Haiti, and all partners
  • Create clear operational work plans in collaboration with the COP that provide project benchmarks and timelines with related local budget disbursement plans
  • Provide technical oversight to youth development and literacy components of the program
  • Report against agreed project work plans developed with COP on a monthly and quarterly basis as required to Home Office – ensuring timely production of USAID deliverables
  • Ensure compliance with USAID and AIR policy requirements
  • Coordinate program-focused strategic planning and decision-making, involving key stakeholders and beneficiaries
  • Share responsibility for the quality of partnerships and technical work
  • Supervise and mentor project staff
  • Ensure effective integration of good practices and lessons learned in intervention design and implementation

Qualifications

  • Master’s degree in a related field such as education, international development, social sciences
  • At least eight (8) years of progressive experience in the successful implementation of international development activities (at least 3 years must have been in senior program management including direct supervision of professional and support staff)
  • Previous work experience in education, youth development, child welfare in Haiti preferred
  • Desired experience includes work in policy advocacy, monitoring and oversight, and capacity development in the education sector
  • Familiarity with M&E processes
  • Sound knowledge of USAID rules and regulations
  • Ability to successfully manage and develop staff in a multi-cultural setting as demonstrated by past experience
  • Excellent oral, written, teamwork, and interpersonal skills with evidence of ability to productively interact with a wide range and levels of organizations (government, private sector, NGOs, implementing partners and other donors)
  • Fluency in English and French (required), Creole (preferred)
