J/P Haitian Relief Organization (J/P HRO) evolved as an organization since its inception in January 2010, transitioning from an emergency to a development context. Hence, the need for J/P HRO’s structure to adapt accordingly in order to support new monitoring and reporting needs, as well as efficiency imperatives. J/P HRO is seeking for: One (1) Program Quality and Organizational Development Manager based in its office in Port-au-Prince, Haiti.

Summary:

The Program Quality and Organizational Development (PQOD) Department, which comprises 2 units (the Program Development, and Monitoring and units), was created in 2012. Throughout that year, the Department played an increasingly important role in supporting Senior Management in its decision making process and strategic planning for 2013; providing relevant and timely information to Program managers, the Director of Programs and the Country Director for reporting and other purposes; as well as implementing appropriate processes. The department has continued to develop and assist the program departments develop their reporting and monitoring skills in addition to increasing its own competencies.

In 2015, the Program Quality and Organizational Development Department covers a wide array of responsibilities. The department’s structure and staff additions to the team allow these components to work hand in hand: while Program Development / Grant Management fosters and manages relationships with current founders as well as prospect donors, Monitoring & Evaluation follows up on program activities and financial information.

Responsibilities:

Under the supervision of the Senior Vice-President of Haiti Operations and Country Director the responsibilities of the PQOD Manager are the following:

Acting like an internal consulting manager, the PQOD Manager will also be leading internal analyses and spearheading organizational development efforts across departments. S/he will oversee the monitoring and evaluation of project results and ensure proper reporting to J/P HRO’s donors. Importantly, s/he will be responsible for the grant development efforts of J/P HRO to a wide range of stakeholders and lead the preparation of competitive proposals. S/he will be supervising the Program development/Grants Management, Monitoring and Evaluation and Organizational development teams.

Grants Management and Proposal Development

· Oversees the Grants Manager in her/his duties of proposal team leader and/or writer for proposals

· Briefs the Grant Manager during the Proposal development process (conception stage) and then reviews the proposal once the GM has reviewed it and said it is ok on his/her level

· Oversees work that Grant Manager will do in terms of overseeing the work plans for proposal development, with detailed activities and schedules and ensure that schedules are adhered to

· Oversees the Monitoring and Evaluation Manager and makes sure that relevant information from the J/P HRO program teams are collected for proposal preparation

· Reviews competitive proposals for adherence to solicitation requirements

· Facilitates best and final offer negotiations, this may include negotiation of terms and conditions of awards, revisions to grant proposals and budgets

Monitoring and Evaluation

· Oversees the work of the M&E Manager

· Oversees the implementation of key performance indicators and deliverables for both new and established projects and their monitoring throughout the duration of the projects

· Oversees the formulation of baseline measures and targets from new projects with the relevant departments

· Oversees the evaluations of projects that have been realized

· Ensures the documentation of the lessons learned and best practices of the different projects.

Qualifications:

· Bachelor’s Degree in a relevant field (required), Master’s degree (desirable)

· Minimum of 5 years of work experience in the humanitarian field (required)

· Minimum of 5 years’ experience in project management and/ or team management and supervision

· Minimum of 3years in drafting proposals for major development agencies such as CIDA, ECHO, USAID, World Bank and/or fostering donor relations (desirable)

· Previous work in monitoring and evaluation (desirable)

· First-hand knowledge of the Haitian context (desirable)

Skills:

· Excellent interpersonal skills with the ability to effectively network and manage a variety of relationships in a multicultural environment;

· Capacity to represent the organization in multiple settings + capacity to negotiate contracts.

· Proven team management skills;

· Solid organizational skills and capacity to prioritize and work productively and accurately while under pressure in a fast-paced, demanding environment;

· Superior written communication skills, evident through written proposals or other submissions;

· Flexible work attitude, ability to meet unexpected demands and capacity to work both in a team environment and independently;

· Strong computer skills with MS Word, Excel, and PowerPoint;

· Fluency in English and French (required);

· Fluency in Creole (desirable);

· Integrity and commitment to humanitarian values.
