CARE seeks Chief of Party candidates for an anticipated four-year, USAID-funded program focusing on reducing the number of out-of-school youth in Haiti. The objective of “Retounen Lekol” (RtL) is to support the Haitian Ministry of Education to increase safe and equitable access to quality education for out-of-school children and youth. This procurement is expected to be released in February 2016.
The Chief of Party is accountable for overall vision and leadership of the program and is accountable for delivering results. The successful candidate should possess significant experience managing program, financial, and administrative operations of USAID-funded programs within the $17-$25 million range (life of project).
The Chief of Party will provide the project with overall vision, leadership and guidance – internally with project staff and externally with USAID, host governments, other donors and stakeholders.
Primary Responsibilities:
- Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan;
- Guide team members to fulfill the project’s strategic goals and objectives;
- Report against the project’s targets;
- Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes;
- Build partnerships among national- and community-level stakeholders;
- Serve as the primary liaison between all project stakeholders;
- Create or adapt management systems in line with CARE’s standard operating procedures, ensuring consistency with project needs;
- Design and oversee an annual project cycle in accordance with USAID’s annual planning cycles;
- With staff and partners, translate project goals and objectives into implementable strategies and plans; Oversee the preparation of quarterly and annual project activity reports and other deliverables, as specified in the agreement;
- Clarify roles, delegating responsibilities to senior staff, and clearly communicate expectations for staff performance;
- Supervise the process of identifying the project’s technical assistance needs, including developing suitable scopes of work, recruiting consultants, and executing technical assistance contracts; and
- Maintain productive working relationships with USAID, project partners, and key stakeholders.
Required skills:
- Master’s degree or PhD in education or related field.
- At least ten years of senior management experience in education programming, with progressively increasing responsibilities in managing education development projects and teams;
- Experience working with senior government officials, local partners and other donors to build consensus among diverse actors;
- Experience developing synergies and partnerships with other projects and programs, initiatives, and organizations
- Experience integrating projects into larger, over-arching long-term programs;
- Knowledge of basic education programs, curriculum and material development, teacher training, government capacity building, and program management;
- Ability to successfully recruit, train, develop, and manage staff;
- Ability to manage all required programmatic and financial reporting requirements;
- Ability to perform internal control functions to manage project operations
- Experience as a manager of programs in Haiti preferred;
- Fluency in English and French is required, and Haitian Creole is preferred
- Ability to travel to project areas as required.
