CISV (Comunità, Impegno, Servizio, Volontariato) and ProgettoMondo Mlal are two non-governmental organizations for international cooperation (NGOs) present and active in Haiti since 1998. Thanks to funding from various donors, the two organizations carry out projects in the sectors food and nutrition security, human rights and the strengthening of local governance, with particular attention to the rights of women and children.
The Consortium was born in 2014 from the desire for collaboration between the two organizations, which signed a partnership agreement in order to pool their expertise in the country. To this end, a common and unitary coordination structure has been set up. The Consortium operates today in the department of Artibonite in the field of rural development, food and nutritional security and the strengthening of CSOs; in the Center department in the field of governance and at the national level in the justice sector, particularly in terms of defending the rights of minors in conflict with the law.
The position is part of a multi-sectoral program funded by the European Union (11th EDF ) to promote local production, protect watersheds and strengthen social safety nets to improve the resilience capacities of communities and vulnerable populations of Anse Rouge and Terre Neuve (Haut Artibonite).
The Project Manager will work under the direct responsibility of the CISV-PMM Country Representative and will be responsible for coordinating and ensuring the success of all project activities.
TASKS AND RESPONSIBILITIES
Plan, organize, manage and monitor all project activities on the technical, logistical and management levels and ensure implementation in accordance with the logical framework, timetable and approved budget;
Management of relations with Consortium partners and institutions involved in the implementation of the project;
Selection of project human resources;
Supervision and organization of continuous training of project staff;
Ensure the follow-up and the correct implementation of the activities planned by the project document (schedule, activities and budget);
Production of documentation relating to activities, indicators and sources of verification during the implementation phase, monitoring and evaluation (internal and external);
Formulation of project implementation documents:
· Annual operational plan (POG and POA);
· Establish, monitor and actively manage an effective system for the implementation, monitoring and evaluation of the project;
· Intermediate and final narrative reports, financial reports and addendum documents;
· Intermediate and final evaluation documents of the project;
Communication and visibility plan
- Carry out the following administrative tasks:
· Supervision of the administrative management of the project, particularly in relation to the correct use of the accounting system;
· Identification of the economic and financial commitments necessary for the realization of the project (drafting of the POA and reformulation of the POG according to the state of progress of the project, forecast and monitoring of the expenses);
· Coordinate and supervise the procedures for the purchase of goods and services in accordance with the procedures of the lessor;
Collection and transmission of all information requested by the Country Representative and the referents in Italy;
Contribute to the search for funding to develop new programs or complementary projects. This includes identifying and conducting assessments and preparing concept notes or proposals;
Participate in the documentation and dissemination of good project practices;
Development of communication materials requested by the Communication office in Italy.
PROFILES AND MAIN QUALIFICATIONS SEARCHED
· Ability to relate to various government actors, donors, UN agencies and other NGOs;
· Sense of interpersonal relations in a multicultural context;
· Skills and experience in the sector, particularly in rural development, rural micro-entrepreneurship, environmental protection;
· Profile oriented to international cooperation, with experience in managing development projects;
· Excellent command of French, written and spoken (C1/C2);
· Proven experience in carrying out feasibility studies for the development of new projects to be submitted to institutional and private donors (EU, Italian Cooperation, UN, etc.)
· The mastery of the PCM and the ability to manage institutional relations will be subject to evaluation during the selection process.
SELECTION CRITERIA
· Hold at least a Master's degree (Bac+5) in the sector of international cooperation, environmental sciences, socio-economics, agro-economics, rural development, agronomy, or any other relevant field,
· Have a minimum of 4 years of experience in the coordination of emergency and/or development projects, co-financed by the EU, UN, Italian Cooperation and other international donors;
· Have at least 2 years of experience in French-speaking countries;
Solid technical knowledge of Food Security and Livelihoods activities: in particular social safety net approaches, carrying out labour-intensive work of several types, setting up and supporting community funds (AVEC, microenterprises), improving access to services base, mitigation and adaptation to climate change;
· Experience of clusters (protection, nutrition, food security); Have proven work experience with multi and bilateral development institutions, strategic bodies of public administration and civil society;
· Have a good knowledge of results-based management and participatory survey tools and methodologies;
· Mastery of tools for planning and monitoring international cooperation projects (elaboration of POG, POA, intermediate and final reports);
· Mastery of financial reporting tools, with particular attention to EU administrative procedures;
· Experience in supervising, managing and coaching a team;
· Availability to travel to project intervention areas in rural areas;
· Excellent knowledge of project cycle management and logical framework;
· Excellent networking and partnership building skills;
· Ability to work in a multicultural context, strong aptitude in negotiation, strategic thinking and influence;
Have worked in changing and fragile contexts including insecurity
· Ability to work under pressure and meet deadlines;
· Computer skills (Word, Excel, Powerpoint).
