HEI/SBH is seeking a Director of Finance and Administration (DFA) for an anticipated five-year USAID-funded health service delivery project in Haiti. The scope of the project is to expand access to and availability of sexual, reproductive, maternal, newborn, child, and adolescent health, nutrition, family planning, HIV, and tuberculosis health care and water, sanitation, and hygiene services in Haiti.

The activity will have 3 key objectives:

  1. Improve outcomes in sexual, reproductive, maternal, newborn, child and adolescent health, nutrition, healthcare and water, sanitation and hygiene services through the provision of quality service delivery;
  2. Provide comprehensive HIV services to achieve epidemic control; and
  3. Improve the quality of care, responsiveness to epidemic shocks, community empowerment, data for results, and resource optimization to create resilient health systems.

The DFA will manage all financial tracking, management, and reporting for the project, ensuring that adequate and appropriate internal controls are in place and in compliance with USAID policies and procedures and meet generally recognized accounting standards. They will also supervise the project’s procurement, finance, human resources, and administrative staff and will serve as the principal point of contact to USAID in these areas.

Roles and Responsibilities:

  • Manage all bookkeeping, bank accounts, cash flow, and project funds for appropriate execution of the project;
  • Track project expenses and prepare monthly financial reports and annual budget projections;
  • Manage the financial and administrative aspects of all sub-agreements under the project;
  • Prepare renewal of annual agreements with sub-recipients in accordance with project leadership recommendations;
  • Oversee utilization of assets on a regular basis (following the grant agreement); keep up-to-date reports on all assets;
  • Ensure and enforce project compliance to meet federal government regulations; plan and implement regular trainings on USAID requirements for all project partners;
  • Perform actual to budget variance analysis on a monthly basis;
  • Prepare ad hoc financial analysis as requested by project leadership;
  • Coordinate the year-end close and provide requested analysis to the external audit team;
  • Prepare and analyze daily and monthly dashboards as requested by project leadership; and
  • Undertake any other tasks as assigned by the Chief of Party.

Expected Qualifications

  • A master’s degree or higher in finance, business administration, procurement, or related area;
  • Experience managing large grants with international health non-governmental organizations and/or private voluntary organizations, preferably in the Caribbean; at least three (3) years of direct experience with staff and team management is required;
  • Strong understanding of and experience with the U.S. Government acquisition and assistance instruments, policies and procedures, and requirements;
  • Good knowledge of regulatory and legal requirements related to compliance, finance, insurance, and human resources procedures;
  • Analytical mindset with strong attention to detail; Ambition to learn quickly;
  • Advanced skills with Microsoft applications (such as Outlook, Word, Excel, PowerPoint and Access) and other web-based applications to produce complex reports, perform analysis, and maintain databases; and
  • Strong oral and written communication and presentations skills in French and English; working knowledge of Haitian Creole is highly desired.
