The Country Human Resources Manager implements practices and activities of the Human Resources Management (HRM) Office in Haiti, providing a full spectrum of HR services and programs linked to short and long-term organizational needs and objectives.
Specific Responsibilities
Recruitment and placement
- Ensure all recruitment policies, procedures and techniques are adhered to.
- Review and prepare recruitment materials including job descriptions, job specifications, adverts and interview questions for positions to be filled.
- Carry out short listing, coordinate & participate in interviews.
- Conduct and manage bio data forms and antiterrorist and reference checks.
- Manage all new hire employment forms.
- Maintains an active and organized data bank of applicants for various positions.
- Update the recruitment status of vacant positions on ICMS, to ensure the accuracy of recruitment reports.
- Plan and conduct/coordinate new employee orientation including provision of information about policies, job duties, working conditions, wages, and opportunities for promotion and employee benefits etc.
- Responsibility for all documentation relating to local consultants, including obtaining consultant approvals and verifications as necessary, preparation of consultant agreements and follow up on consultant deliverables and payments.
Salary and employee benefits Management
- Support payroll administration by provision of relevant human resources information.
- Under the guidance of the HR Partner, negotiate salary for new and existing staff. HR Partner will review all offers to selected candidates, ensuring equity within the different projects.
- Communicate proposed salary changes to HR Partner for approval.
- Job evaluation for MSH Haiti –work with the HR Partner to ensure that all new positions are correctly placed in the right bands and job family in consultation with compensation.
- Consult with the HR Partner to ensure that all promotions are properly justified both technically and in terms of compensation.
Policies /Procedures and legislation
- Provide support to ensure that MSH practices and policies conform to best practice and country laws.
- Maintain an update the Haiti Employee Handbook. Coordinate version control with HR Partner
- With the HR Partner, roll out of the MSH Policies, practices across the project i.e. leave management transition, payroll management transition, Intern policy, Training policy, Thank You Awards etc.
Performance Management
- Work with Supervisors/Managers to ensure that all new staff have set objectives for the probation period, manage due dates and decisions to confirm further employment.
- Manage the full cycle PPRD process and ensure that deadlines are met. Conduct training during PPRD process. Alert the HR Partner of any delays in the process.
HR information Systems
- Responsible for managing information in the NuView system – accurate and timely submissions.
- On a monthly basis provide the HR Partner with a report on employee issues and legal issues
Employee Services
- Periodically review vendors / service providers and select those to be recommended for use.
- Participate in the review of employee benefits.
Work Environment
- Support initiatives geared towards creation of a safe, healthy and happy workplace such as open door policy, one MSH Family policy, trainings and safeguards that promote safety and security at workplace.
- Support initiatives geared towards a cohesive work force that promote country office synergies.
- Responsible for management and handling of disciplinary matters.
Employee relations
- Alert the HR Partner of disputes and grievances, to ensure that these are managed effectively.
- Management of staff exits, including conducting of exit interviews.
Training and Staff Development
- Assist Supervisors/Managers with Development Plans for staff.
Qualifications
- A minimum of a Bachelor’s Degree from an accredited institution with relevant experience in human resources management, including recruitment and personnel management required.
- At least 6 years HR working experience required in international development programs in Haiti; Demonstrated experience required working with USG funded programs. Demonstrated understanding of Haiti Labor laws and other relevant
Knowledge and Skills
- Demonstrated ability to implement and manage all aspects of the HRM function in line with current practices and trends.
- Demonstrated ability to gain the trust and confidence of colleagues and to handle confidential matters discreetly and have experience in conflict resolution.
- Ability to competently assess priorities; manage a variety of complex activities simultaneously in a time-sensitive environment, and meet competing deadlines.

- Excellent interpersonal skills and demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants.
- Demonstrated ability to successfully coordinate activities with senior project management staff and proven ability to work successfully on a team in a fast-paced environment.
- Strong organizational skills and attention to detail.
