INTERNATIONAL CONSULTANT, REPORTS SPECIALIST (P3 LEVEL)

BACKGROUND

Quality and timely donor reporting is a key element of UNICEF Haiti’s resource mobilization (RM) strategy. UNICEF must respond to the increasing demands from donors for results-based management, results-based budgeting and effective results reporting, the demonstration of impact, and transparency in how the organization operates.

On average 35-37 donor reports have been submitted each year by Haiti Country Office (HCO) during the current country programme, including National Committee Donor Toolkit and Consolidated Emergency Reports. In addition, the country office also develops and submits on average 20 concept notes and donor proposals each year, which will be done in line with the milestones and benchmarks established as part of the RM strategy. HCO is also currently developing its new Country Programme Document (CPD) 2017-2021 as well as its associated strategic documents.

One of the recommendations of the RM strategy is to strengthen staff capacity in resource mobilization through the recruitment of a UNV for Planning and Reporting. This recruitment, however, is not expected to materialize before the last quarter of 2016. In the absence of such capacity, and also in view of emerging needs, UNICEF Haiti is seeking a consultant to provide technical support for the drafting and quality assurance of donor reports and proposals as well as other strategic documents.

OBJECTIVES

Under the general supervision of the Deputy Representative, the Reports Specialist will support the preparation and quality assurance the planned donor reports for each year. The Reports Specialist will also assist in the preparation and quality assurance of proposals and concept notes to be submitted to donors for resource mobilization.

SCOPE OF WORK

Specific tasks of the consultancy will include the following:

Donor Reporting

· Review specific guidelines for each report and share/communicate with the relevant contributors of the programme sections.

· Ensure coordination between programme sections and the communication section for the development of human interest stories and high quality photos in line with guidelines.

· Communicate deadlines for contributions to responsible programme section chiefs and follow up closely to ensure timely submission.

· Review draft reports against the donor reporting checklist and the financial utilization report and provide feedback to responsible sections for revision/further inputs.

· Review Human Interest Stories to ensure that the content is in line with the donor funds and other specifications articulated in the guidelines.

· Finalize content of the report, including final editing for final review by the Chief of Planning, Monitoring and Evaluation and the Deputy Representative.

Donor Proposals/Concept Notes

· Review specific guidelines for each proposal/concept note (if not consult the generic guidelines and good practices and proposals) and share/communicate with the relevant contributors of the programme sections.

· Communicate deadlines for contributions to responsible programme section chiefs and follow up closely to ensure timely submission.

· Review draft inputs against the donor criteria and guidelines and provide feedback to responsible sections for revision/further inputs and share draft with the M&E section to review results orientation.

· Finalize content of the proposal/concept note, including final editing for final review by the Chief of Planning, Monitoring and Evaluation and the Deputy Representative.

Strategic Documents

· Review and provide quality assurance of country programme document and its annexes (programme strategy note, results matrix, risk assessment) as well as the Country Programme Management Plan.

KEY END RESULTS

· All assigned donor reports, proposals, concept notes and country programme documents meet quality standards and are submitted by the due date

QUALIFICATIONS AND COMPETENCIES

Competencies:

· Strong ability to think strategically and creatively, and analyze information in project reports and review/analyze and synthesis such information into a well-structured and high quality consolidated report;

· Proven verbal and written communication skills;

· Proven capacity to work collaboratively while taking responsibility for individual deadlines and deliverables.

· In-depth and up-to-date knowledge and understanding of the UN system and the mandates UNICEF, including with UNICEF corporate standards and language requirements;

· Strong organizational skills and flexibility to ensure that agreed upon timeline is adhered to.

Education: Holder of at least a Master’s Degree in the social sciences, economics or

development studies.

Experience:

· At least five years’ experience in the development sector, preferably in fundraising, resource mobilization, communication and reporting

· Experience of UN system operations and donor assistance in both development and emergency settings

· Knowledge of UNICEF’s Strategic Plan and Mission.

Language Requirements: Fluency in French and English. Excellent writing/editing skills in English.

Institutional Arrangement: The consultant will be directly supervised by, and reports to, the Deputy Representative

Estimated Timeframes: This is a 6 month consultancy commencing on 1 April and ending on 30 September 2016.

Duty Station: Home-based

Scope of price proposal and schedule of payment: Proposals must be expressed in a daily fee.

Payment shall be made monthly against each deliverable (document produced).

Evaluation criteria of the best offer

The offer will be evaluated by using the combined scoring method. Technical proposal will be evaluated on 70%. Whereas the financial one will be evaluated on 30%.

Below is the breakdown of technical proposal on 100% which will be brought to 70%.
