The UNOPS Haiti office supports international partners and the Haitian Government in their work to improve lives following the 2010 earthquake. UNOPS project managers and their local employees are helping to check the safety of damaged houses, build transitional shelters for homeless families, provide cleaner toilets for those living in camps, clear canals of debris to prevent floods, repair roads, and construct maternity centres and schools.

The United Nations Office for Project Services (UNOPS) is the largest service provider in the United Nations system, working on behalf of UN departments, IFIs and Governments.

UNOPS has over the years developed a wide range of services able to provide rapid response in complex emergencies. These include initial humanitarian assistance together with complex logistics and procurement, applied baselines surveys and multi-sectoral assessments, as well as emergency preliminary assessments for the design of physical infrastructures for longer-term reconstruction or recovery.

UNOPS Haiti Operations Centre has been working in Haiti for 11 years providing project management, procurement and logistics services for the Haitian Government, other UN agencies and international organizations in communication, governance, and engineering expertise.

The “Integrated Construction and Community Development Program at the Titanyen DLA 3 Site in Cabaret Commune” is a project jointly funded by USAID and the Government of Qatar. The project calls for the development of 148 housing units, including all related infrastructure, services and some urban amenities in a 5.6-hectare site located at the entrance of Titanyen, North of the capital Port-au-Prince, and approximately 8 km from Cabaret. The site with a relatively flat topography, sits at the edge of the highway Route 1 and the main entrance to Titanyen and further to Saut d’Eau. The construction will consist of 3 packages: site works include roads, parks and infrastructure, housing and commercial spaces, and a community center.

The goals for this project are as follows:

  1. Develop the site through an integrated approach: including core housing, infrastructure, services, public spaces and amenities.
  2. Enable a self-sustainable community, establishing a core house, which residents can modify and expand in the future, as well as strong participatory processes and the creation of governance bodies and programs to allow the necessary institutional involvement and long-term sustainability of the project.
  3. Demonstrate financial feasibility and replicability, providing a financially sound and operationally practical model for affordable housing development in Haiti.
  4. Become the benchmark for sustainable housing development in Haiti, by integrating sound environmental practices that are adapted to the Haitian context.

Under the direct supervision of the Project Manager, the Construction Manager will provide contract management and site supervision for the Titanyen Integrated Construction and Community Development Project.

The Construction Manager will be expected to:

  • Verify that construction work is carried-out according plans and technical specifications within the required timeframe as per contract terms and conditions.
  • Monitor and control all construction activities including soil testing, line control and stakeout, monitoring of excavation and demolition tasks, monitoring of earth movement, supervision of concrete works, installation of utilities, installation of equipment and building construction and all related construction activities
  • Implement comprehensive quality assurance program, carry out site inspections and verify proper quality control of work.
  • Review and approve shop drawings and as-built drawings
  • Assist in the assessment of designs submitted by consultants
  • Assist in the planning and procurement of additional works or consultants as required
  • Assist in preparing or revising required technical document for the building permit
  • Ensure proper administration and documentation of the project, in compliance with the constructions rules and regulations and engineering best practices.
  • Prepare monthly progress reports containing copies of the work booklet sheets, protocols or quality control tests, photographs, progress of planned versus actual, deviations, variations, budget information, quality and health, safety, and environment issues.
  • Notify project management in writing of deviations to the planned works and propose corrective measures.
  • Support monitoring and evaluation of the activities and reporting of the overall project.
  • Produce a final report upon completion of activities to include the overall progress of work, deviations, budget information, relations with stakeholders, recommended follow-on activities.
  • Work closely with the UNOPS management team, community mobilization team
  • Coordinate with all other activities in the field to achieve overall project targets
  • Continually communicate with contractors; hold construction progress meetings on a weekly basis
  • Promote high-level collaboration, communication and co-operation with government ministries and other stakeholders and actors in the community
  • Supervise UNOPS engineers at the project site
  • Supervise the UNOPS Health, Safety, and Environmental Officer and ensure training, monitoring and reporting is carried-out accordingly.

  • Master’s Degree in civil engineering, architecture, construction management or related field.

  • A Bachelor’s degree in combination with relevant years of experience may be accepted in lieu of master’s degree.

  • Minimum 5 years professional experience in construction management of complex infrastructure/ building projects.

  • Experience working on building construction projects is a must

  • Experience of working in developing countries and managing teams in an international environment is required.

  • Experience with design and project management

  • Experience of working in and providing innovative technical solutions for post-conflict, post-disaster environments is an asset

  • Experience in Haiti is an asset

  • Fluency in written and spoken English is required

  • Knowledge of Creole and French an asset .

  • A highly motivated individual

  • Analytical skills, coordination, ease of negotiation and organization

  • Skills in community mobilization and facilitation

  • Practical knowledge and application of community dynamics in an integrated community project

  • A team player with good interpersonal skills in communication and dissemination of knowledge

  • Proven problem solving and organizational skills, flexibility and ability to maintain calm under pressure

  • Ability and experience to resolve administrative and technical problems in the field and at the office

  • Strong leadership skills and a supportive management style

  • Computer skills, including proficiency in Microsoft Office suite

  • Project Management Institute certification is an asset
