Context:
The zones surrounding the border with the Dominican Republic remain underdeveloped in Haiti as are its institutional capacities; especially so in comparison to its neighbouring country. Economic conditions force a number of Haitians to seek better opportunities in the Dominican Republic through irregular and sometimes dangerous means. Endemic, exploitative practices such as the exploitation of children as domestic servants, transactional sexual exploitation of women and children, and various forms of bonded labour affecting men, women and children remain prevalent across Haiti. Poverty, lack of access to social services and lack of information on the dangers of irregular border crossing are some of the root causes which launch women and children as victims to these forms of exploitation.
IOM has initiated a presence in Ouanaminthe since June 2015 and is now seeking at establishing a permanent presence which will be supported through the implementation of a project that focuses on preventing human trafficking and protecting internal and border vulnerable migrants especially women and - from violence, exploitation and abuse. The proposed intervention will also seek to increase services to unaccompanied minors and victims of trafficking (VoTs) and strengthen national institutional capacities at the Haitian Dominican border. The proposed action will also be to achieve an increase in standardized protection mechanisms in border areas for vulnerable children, adolescents and women. In fine, it will ensure that the rights of vulnerable migrants especially women and - are respected through greater access to social services.
Under the overall supervision of the Chief of Mission of IOM Haiti, the direct supervision and guidance of the Protection Manager and in coordination with the RM Unit of IOM Haiti, the successful candidate will be responsible and accountable for the planning and implementation of office projects geared towards the protection of vulnerable children, adolescents and women in border areas.
Core Functions / Responsibilities:
Coordinate and organize training activities for the targeted beneficiaries (governmental officers and civil society members) and provide inputs for the protection training modules to enhance capacities on standardized protection, prevention and assistance procedures of vulnerable individuals in the border areas (VoTs, unaccompanied minors, sexual and gender based violence (SGBV) survivor, etc.).
Provide coaching and other relevant information to trained partners in the creation and/or reinforcement of protection mechanisms, and monitor the integration of child friendly and other vulnerable migrant facilities, terminology and activities throughout the process.
Assist the Head of the Protection Unit in the management and coordination of the Protection teams work plan.
Support the establishment and/or rehabilitation of Border Resource Centres by providing information on best practice and appropriate SOPs, monitoring the safety and protection of children and other vulnerable migrants, and promoting PSEA standards and beneficiary reporting.
Contribute to the definition of vulnerability indicators and the development of an identification form for vulnerable migrants by collecting information, conducting further research and providing technical input.
Participate in the elaboration, validation and diffusion of standardized data management collection tools and effective mechanisms to monitor vulnerable migrants’ flows and needs.
Provide technical support and guidance for the establishment of a Coordination Working Group and monitor the application and adequacy of SOPs on the prevention, identification, proper case management and efficient referral mechanism of vulnerable migrants in border areas.
Coordinate the launch and effective implementation of a global days, raising campaign and design of kit) to inform the population of the dangers of irregular border crossings and the procedure to report cases of exploitation and abuse and to sensitize the population on the protection services available.
Monitor the identification and referral of vulnerable migrants by local protection actors at the border as well as the delivery of tailored and direct assistance to the most vulnerable migrants such as emergency accommodation, NFIs, etc. Inform the supervisor and other relevant partners as required on issues of concern, particularly with respect to protection of vulnerable migrants, and follow up on action taken and proper documentation.
Maintain contact with relevant local Government counterparts, implementing partners, UN agencies, and other stakeholders to expedite project implementation, facilitate information exchange and project cooperation, and advance IOM implemented initiatives and activities.
Control and manage administrative and budgetary matters and the financial resources of activities in the office. Monitor the situation of resources as compared to planned and budgeted activities and recommend remedial action if necessary. Draft project revisions and
project budget adjustments on the basis of changed work plans.

Required Qualifications and Experience:
Education
• Masters degree in Social or Political Sciences, Psychology, Social Work, International Relations, Law, Human Rights or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
• Completed formal training or raising about PSEA is an advantage.
Experience
• Field experience at national and/or international levels in the area of human rights including operational experience in project development, management and coordination;
• Experience in liaising and coordinating with protection actors (Government authorities, the United Nations (UN) and UN child protection focused agencies, government organizations, etc.)
• Experience in child protection training and best practices for dealing with vulnerable migrants;
• Experience in social work (e.g. direct contacts with vulnerable/at risk groups);
• Experience in crisis environments, community mobilization, humanitarian assistance and human rights;
• Proven ability to facilitate discussion in seminars and to moderate working groups;
• depth understanding of protection issues including SGBV, child protection and human rights;
• Any other experience with migrations related issues;
• Knowledge of the Haitian/Dominican Republic context is an asset;
• Previous working experience in Haiti is an advantage.
Languages
Fluency in English and French is required. Working knowledge of Haitian Creole and Spanish is an advantage.
