BACKGOUND

Founded in 1933, the International Rescue Committee (IRC) is a global leader in providing emergency relief, rehabilitation, post conflict development, human rights protection, resettlement services and advocacy for refugees and other uprooted or affected by violent conflict and oppression. The IRC is committed to restoring hope, freedom, dignity, and self-reliance.

European Refugee Crisis

In response to the refugee influx into Greece, in June 2015 the IRC began responding in the Greek islands and expanded to Serbia to assist refugees during their journey through Europe. As a result of the recent border closures along the so-called “Balkan Route”, the IRC has adjusted its programs to assist some 53,000 refugees stranded in Greece and several thousand more across other Balkan countries. The Europe Regional Response (ERR) programs in Greece and Serbia focus on protection; water, sanitation and hygiene; partnership and civil society development; and include distributions of non-food items and financial assistance to meet basic needs.

SCOPE

The ICT for Programs department supports the ERR programs by applying innovative uses of technology that directly help beneficiaries and improve program quality and delivery. The ICT4P Partnership Manager will be responsible for developing partnerships with other NGOs and humanitarian partners, defining workflows for content creation for Refugee Info (refugeeinfo.eu ) by partners, and liaising with volunteer groups.

The Partnership Manager will report to the Regional Partnership Coordinator (who leads and manages the IRC’s overall engagement with NGOs, civil society organizations and volunteer groups responding to the European Refugee Crisis) and will also report to the Regional ICT for Programs Coordinator (responsible for directing ICT for Programs staff in the region to produce software solutions for problems faced in the programs). The Partnership Manager will also be expected to work closely with the ICT for Programs Project Manager, who is responsible for incorporating community-led initiatives into the development of the products built by engineering team.

The Partnership Manager will either be based in Belgrade or Athens and will be expected to travel up to 50% of the time in the region.

RESPONSIBILITIES

Partnerships

· Build relationships with volunteer groups, other humanitarian organizations, and private enterprises who are providing services to refugees across Europe.

· Maintain communication with partners who provide content for Refugee Info

· Maintain a record of feedback and new features requested by partners and ensure their implementation, where appropriate

Community Engagement

· Attend and represent the IRC in Information Management and Communication with Communities coordination meetings, as well as other Working Group meetings as required

· Attend and represent the IRC at tech conferences that focus on the current refugee crisis

· Monitor media reports and humanitarian bulletins for content

Capacity Building and Training

· Maintain a strong, up-to-date knowledge of how the ICT systems operate; Provide lightweight training on the ICT systems to partners

· For IRC-funded partners, work closely with the Regional Partnership Coordinator to conduct partner capacity assessments using IRC standard tools and to design capacity strengthening programs for partners as appropriate.

Reporting and Documentation

· Document onboarding and workflow differences between partners

· Report on issues with the usability of the site raised by end users or other NGOs/partners

· Build presentations to be distributed to wide audiences and/or social media

Other duties as assigned by the Regional ICT4P Coordinator and Regional Partnership Coordinator.

REQUIREMENTS

· Bachelor's degree in public relations, journalism, communications, or equivalent combination of background and experience

· Knowledge of and presence in social media

· Self-starter – must be productive with minimal direction and flexible to sudden changes in requirements

· Excellent visual design sense regarding clear and accurate presentation of data

· Ability to work in a multi-cultural environment and travel as required to project field sites and meetings

· Excellent interpersonal, oral and written communication skills; demonstrated ability to successfully work in a fast-paced environment within and across departments/functions/geographic locations, and develop positive relationships with locally and remote based staff

· Excellent spoken and written English
