STATEMENT OF WORK (SOW)
KONEKTE (KONesans E Konpetans TEknik)
- BACKGROUND
The KONesans E Konpetans TEknik (KONKETE) Program provides recruitment expertise and operational support to the Government of Haiti (GOH). A key KONEKTE objective is to support the GOH in implementing sustainable, transparent and competitive recruitment practices. Since 2012, KONEKTE has worked with the GOH to establish recruitment practices that honor the GOH's policies and also foster transparency and competition in recruiting.
During this time, KONEKTE has worked with the Office de Management et des Ressources Humaines (OMRH), the principal GOH stakeholder for this work. OMRH is the government-wide HR office and sits organizationally in the Prime Minister's Office. OMRH, in its role as manager of Human Resources for the GOH, defines recruitment policy and processes for the GOH.
KONEKTE seeks to position OMRH and the GOH to continue the recruitment best practices established after the KONEKTE project has completed in 2017. KONEKTE and USAID will provide the GOH with the technology needed to enforce and embed these practices in recruitment activities across the GOH.
The GOH has two HRIT technologies that help facilitate the recruitment process:
- the Portail D'Emploi; and
- the SIGRH
Portail D'Emploi is the external facing recruitment website. This website was designed for candidates seeking to work for the GOH. Current the website has limited functionality; in addition, it is not widely used. For example, as of today there is only one job posting advertised on the website; this, of course, is not an accurate picture of the recruitment activity taking place at the GOH. It is estimated than on average there will be hundreds of open requisitions.
SIGRH is the internal HR Management System (HRMS). Recruiters and other HR staff persons engage with the SIGRH to initiate job requisitions, review candidate information and move through the GOH's recruitment process. The Portail D'Emploi and SIGRH will be integrated in order to facilitate these functions.
The work outlined in this Statement of Work involves peforming an upgrade to Portail D'Emploi. This work is further spelled out in the remainder of this document.
- SCOPE OF WORK
The software developer selected shall perform the following:
Leverage the purchased Jobify WordPress (WP) Theme and Job Manager WP Plug-In to update the GOH's existing Portail D'EMploi. Update the website to reflect the site requirements as articulated in the attached “Recruitment Technology Functional Requirements” document and illustrated in the demo site currently hosted at metachange.is/wordpress . This is Deliverable 1 in the “Deliverables” section of this document. The documentation referenced includes a detailed narrative write-up of the expected functionality.
Provide the requested training and knowledge transfer, outlined in Deliverable 2, in the “Deliverables” section of this document.
Provide 40-hours of support during the Portail D'Emploi & SIGRH integration work scheduled for fall/winter 2016. This support may include answering questions from the SIGRH software team or making modifications to the Portail D'Emploi as a result of the integration activities. The expectations are outlined further in Deliverable 3, found in the “Deliverables” section of this document.
Resolve defects identified during a 6-month warranty period. For the purposes of this task, a defect is defined as a condition in the software or integration deliverables which do not meet a requirement stated in the “Recruitment Technology Functional Requirements” or “Interactive Mock-up” documents or in the “Deliverables” section of the Subcontract. In other words, a defect is an error in coding or logic that causes the product to malfunction or to produce incorrect/unexpected results.
DELIVERABLES
The software firm shall deliver the following deliverables, in accordance with the schedule set forth in Section IV. below.
DELIVERABLE NO. 1: BUILD PORTAIL D'EMPLOI
1.1BUILD SITE ACCORDING TO SPECIFICATION
1.1.1 JOB BOARD FUNCTIONALITY
i. Build out the Portail D'Emploi according to the GOH's requirements using the Jobify WP Theme and Job Manager WP Plug-In. The GOH intends to leverage the Portail D'Emploi to advertise open positions, elicit acandidate applications, allow prospective canditates to search and filter available jobs, and create a profile. The functional requirements for the Portail D'Emploi are outlined in the “Recruitment Technology Functional Requirements” document. The “Recruitment Technology High Level Requirements” also provide context on the process and recruitment functions Portail D'Emploi will support.
ii. Suppress and/or change functionality that does not apply to the GOH recruitment model. The Jobify theme is designed as a for-profit job board site for many companies to advertise their job openings. The GOH is leveraging this tool because it contains many of the features the GOH requires out of the box. We understand that there are some features, however, that do not make sense for the GOH. One example such example is some of the Woo-Commerce features that allow companies to monetize job postings. The developer will help us identify and turn off and/or manipulate any functionality that is not applicable.
1.1.2 CUSTOM DESIGN
The GOH would like to customize the home page to include a carousel feature. There will also be some design changes to the site (for example, changing the number of columns and or manipulating the widget features). The developer will help the GOH implement a custom home page and make other custom design changes to the website. Some of the requirements for this are outlined in the “Recruitment Technology Functional Requirements” document. We suspect additional content for the home page and general design will be provided during the implementation.
LOG-IN FUNCTIONALITY
Design and build the log-in functionality outlined in the “Recruitment Technology Functional Requirements” document. This includes proposing and installing additional plug-ins that will have facilitate our goals effectively and securely.
OTHER FUNCTIONALITY
During implementation, if a requested function is not feasible leveraging the existing themes or free plug-ins, the developer will research, recommend and implement cost-effective and highly-rated WP plug-ins or alternative solutions to meet the project requirements.
DELIVERABLE NO.2: KNOWLEDGE TRANSFER & DEPLOYMENT READINESS ACTIVITIES
- TRAINING PREPARATION & EXECUTION
- Train the KONEKTE and OMRH Technical Staff on the technical changes made to Portail D'Emploi during this activity. The goal is to provide training on the design so the OMRH IT staff can make future updates independently.
2.2DOCUMENTATION OF DESIGN & ARCHITECTURE CHANGES
2.2.1 Provide complete documentation of any technical design and architecture developed.
DELIVERABLE NO. 3: PORTAIL D'EMPLOI & SIGRH INTEGRATION SUPPORT
- PORTAIL D'EMPLOI & SIGRH INTEGRATION
- The process and systems integration planned for these two systems are outlined in the “Recruitment Technology High Level Requirements” and “Recruitment Technology Functional Requirements” documents. As the SIGRH software development team designs and implements the integration, the software developer will be expected to support the integration by answering miscellaneous questions on the Jobify functionality, providing recommendations on the integration capabilities available via Wordpress and related plug-ins and/or making modifications to Portail D'Emploi that generate from the SIGRH team's integration activities.
