It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 41 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

Since the beginning of the 2015, more than 600.000 migrants and refugees arrived in the Balkans. After the agreement among EU and Turkey in March 2016, the influx of migrants significantly decrease but the Balkan route remains to be crossing path through Hungarian border to EU western countries. As a general observation, migrant health is impacted on by life in their country of origin, life in transit and life on arrival in their host country.

MdM started a project funded by DG ECHO in January 2016 for 9 months (extension under negotiation), to improve access to healthcare for migrants transiting through Serbia.

TASKS AND RESPONSIBILITIES:

Under the supervision of the medical coordinator you will be responsible for the implementation of the mental health and psychosocial activities in Serbia and Bulgaria in order to facilitate the delivery of a quality mental health & psychosocial support for individuals and their communities.

This will be done in both countries in close collaboration with the medical coordinators,the general coordinators, the medical advisor in HQ and MdM Partners in line with MdM values and mission.

As Mental health and psychosocial support advisor you will be in charge of:

Program Support

  • Contribute to the overall planning, assessment and evaluation of the MHPSS (Mental Health Psychosocial Support) components of MdM programs

  • Provide technical support in mental health and psychosocial support related issues

  • Ensure MHPSS components of both programs are consistent and in link with the identified needs

  • Assess needs of training for MdM France staff and partners and organize trainings accordingly (in priority psychologists and translators)

  • Develop or adapt specific didactic materials for technical topics and capacity building activities

  • Keep and improve a referral system for MHPSS cases

  • Keep and improve the current data collection system for mental health activities according with the needs of reporting

  • On ad-hoc basis in coordination with medco support emotional supervision of the field teams facing difficult situations and propose further action

  • Adapt and implement the follow of ‘violence reported case’: to fuel MDM regional advocacy as well as to provide cases with further support beyond MDM medical consultation and psychologist support.

Team management

  • Participate in/ensure the recruitment of national mental health and psychosocial staff (as per the requirements), definition of the job description, interview the candidates, train the new staff, evaluate their performance

  • Provide on the job support to national MHPSS staff

Coordination with MdM, NGOs, UN, international and local organization working in MHPSS field

  • Participate to specific coordination meetings

  • Represents MdM towards health local authorities and national/international health partners regarding MHPSS issues, under delegation of medical coordinator and regional General Coordinator

  • Participate to other strategic/coordination meeting, under delegation of medical coordinator and regional Coordinator

  • Participate in need assessment if required. - Participate in proposal writing and reporting if required

Status : Employee

Contract : Fixed-term contract

Duration : 3 months

SKILLS AND EXPERIENCE NEEDED:

Profile required
Psychologist with psychosocial and clinical experience
Experience in a similar position
Experience working in different cultures and contexts, notably in emergency settings
Ability to train national staff on mental health/psychosocial issues
Ability to synthesize complex information in a systematic manner
Capacity to create relationships with the communities
Ability to transfer competences and provide capacity building
Interest for Human Rights and International Humanitarian Law
Languages
English Fluent speaking and writing
Bosnian / Serbian / Macedonian / Croatian / Arabic / Dari / Pashtun / French Any of these languages would be an asset
