CRS programs assist persons on the basis of need, regardless of creed, ethnicity or nationality. CRS works through local church and non-church partners to implement its programs.
Background:
The vision of the CRS Haiti health program is to strengthen the capacity of communities and institutions to provide quality health care services and health education information to all Haitians in a dignified, family centered way. Projects include the reconstruction of Hospital St. Francois de Sales, a 200-bed, state-of-the-art teaching hospital with the capacity to accommodate 500,000 patients annually; cholera prevention programming and capacity building; and child wellbeing programs. The Health Systems Strengthening (HSS) program is comprised of three main components: continued support to HSFS during the initial start-up phase; capacity strengthening of the Episcopal Commission for Health; and supports to faith-based hospitals with interventions focused on World Health Organization’s (WHO) six building blocks of Health Systems Strengthening. CRS is collaborating closely with Catholic Health Association (CHA) on a pilot program aimed at building a Group Purchasing Organization (GPO) through which faith-based hospitals will improve their access to affordable and reliable pharmaceuticals and medical supplies and improve overall supply chain management.
Job Summary:
CRS Haiti is seeking a Health Systems Strengthening Program Manager (HSS PM) to support its current HSS program with a particular concentration on the start-up of the GPO. The HSS PM will lead activity planning and implementation, monitoring/evaluation, staffing, budget oversight, and reporting and communications with CHA. The HSS PM will work closely with the Health Program Director and the Business Development Manager in identifying new fundraising opportunities and supporting proposal writing and design efforts for HSS.
Job Responsibilities:
Project Management and Design
·Oversee project management for the GPO pilot following CRS program quality standards and guidance (ie, Propack 1-3);
·Work with stakeholders--including local partners, consultants, donors, vendors, etc.--to coordinate activities and ensure synergy and coordination of program activities;
·Develop with key stakeholders quarterly and annual work plans and timelines; monitor progress of activities to support successful implementation; coordinate adjustments, as needed;
·Design, prepare, and facilitate regular workshops and meetings with key stakeholders and ensure appropriate follow up is taken;
·Identify and make recommendations on technical assistance needs; develop scopes of work and manage consultants/TDYers accordingly to address those needs;
·Identify potential new opportunities for HSS based on lessons learned, CRS capacity, and donor priorities in collaboration with the BD manager;
·Work with the BD manager on development of concept notes, proposals, and cost applications in line with CRS BD processes and donor requirements;
·Ensure that CRS/Haiti senior management and outside stakeholders are regularly updated on key developments and challenges associated with HSS initiatives
·Ensure timely documentation and dissemination of lessons learned and best practices in program implementation, and coordinate with the Reporting & Communications Officer to produce stories, articles, working papers, lessons learned, and other publications for internal and external circulation.
·Work with the MEAL team to develop an effective M&E system for the project and set up operations research or other methods for developing an evidence base for demonstrating impact of project interventions;
Partner Support
·Apply the CRS partnership principles in work with project stakeholders;
·Conduct periodic field visits to local partner institutions and government offices as needed;
·Maintain good relationships and effectively communicate will all relevant stakeholders;
·Lead negotiation of partnerships, MOUs and project agreements associated with HSS;
·Coordinate and/or provide necessary technical and operational support to partners as needed
Budget and Financial management
·Oversee quality budget management in line with donor and CRS requirements;
·Ensure regular monitoring of monthly budget comparison reports and aging analyses and ensure appropriate corrective actions are taken;
·Review partner requests for advances and analyze liquidation reports in line with CRS’ sub-recipient financial management policies.
·Provide requested information to internal and external auditors, as needed, and ensure audit recommendations are addressed and closed in a timely manner.

Qualifications:
- Master’s degree in Public Health or Masters in International Development with relevant experience in field of Health
- Minimum 2+ years of related work experience in international development setting
- Demonstrated ability with project grants management, including project design, budget preparation, expenditure tracking, reporting, etc.
- Strong skills in monitoring and evaluation, including operational research
- Knowledge of CRS policies, procedures and standards
- Ability to represent CRS to donors, partners, government, and other actors
- Excellent written and oral communication skills in English
- Good written and oral communication skills in French and/or Haitian Creole
- Strong computer skills (MS Word, Excel, Outlook and Power Point)
- Experience working in Haiti would be an advantage
- Ability to think strategically and innovatively, with strong analytical and organizational skills
- Good cross-cultural interpersonal skills
