Haiti: Senior Financial Analyst

The Senior Finance Analyst performs financial analysis and provides financial support for the Country Office portfolio of projects. S/he works together with the Project Directors, project staff, country office finance team, HQ-based Financial Planning & Analysis (FP&A) team and other players in the Country Operations Management Unit (COMU) to build and update budgets and forecasts, to prepare financial reports, and to analyze financial data as needed.

Specific Responsibilities

Budgeting:

  1. Lead Country Office annual budget development process including all projects in Country;
  2. Responsible to create/revise budgets, pipelines and other forecasts, working in close collaboration with Project Directors, COMU Director, projects staff and Headquarters;
  3. Responsible for the preparation and follow up of projects’ and Country Office Annual Procurement Plans;
  4. Ensure that all project expenditures are properly authorized, and task and subtask codes are correct before submitting for approval;
  5. Facilitate program implementation by linking program activities with the needed human, financial, and logistical resources;
  6. Monitor all project’s cash flow, including funds transfers from MSH headquarters, local currency exchange, and petty cash, as per MSH policies and procedures;
  7. With support from MSH/HQ and as part of regular voucher analyses, aid in enforcing existing written policies on internal control systems for procurements, inventory maintenance and asset use which will ensure compliance with MSH policies and standards;
  8. Conduct cost research in order to provide cost projections based on historical expenditures or the current market for planned goods and services;
  9. Work closely with the projects’ teams to ensure the budget is reflective of the planned activities; is feasible, and reflects plans in compliance with donor regulations.

Financial Analysis:

  1. Review and verify all requests payments forms from project staff to ensure compliance with the project’s work plan and budget before they are approved by the Director ;
  2. Check project staff advances and reimbursement before sending to COMU for processing. In coordination with the COMU, ensure that pre-numbered documents such as issuing vouchers, purchase requisitions and purchase orders are available at any time to avoid stock-out ;
  3. Maintain the integrity and confidentiality of all administrative and financial documents;
  4. Maintain controls over project’s fixed assets such as vehicles, with the assistance of the operations staff. In coordination with COMU, manage the maintenance of controls on MSH inventory such as furnishings and computer equipment, in accordance with MSH and donor standards for inventory tracking;
  5. Routinely prepare standard reports budget vs. actual expenditures, burn rate analysis, quarterly accrual and other information as required by the projects;
  6. Develop Financial Reports as needed by the projects;
  7. Analyze financial data with the goal of identifying trends or issues critical to inform Project Directors’ decision making and management;
  8. Provide support to the projects’ teams and Project Directors to address any issues related to financial planning, budgeting and reporting;
  9. Provide support in the management of the COMU budget;
  10. Acquire an in-depth understanding of the Country Office project portfolio work plans and budgets in order to serve as the in-country resource for budget-related inquiries, to ensure that sufficient funds were budgeted for specific activities.

Reporting:

  1. Develop financial reports that are required to be submitted to donors and Headquarters, by each project and by the Country Office;
  2. Frequently update the projects’ Risk Register and propose solutions to mitigate and eliminate risks;
  3. Proactively identify possible issues and bring them to the attention of Project Directors and COMU Director;
  4. Provide support to address issues as needed;
  5. Provide math checks as needed;
  6. Support proposal development by doing cost research, math checks or other activities as needed;
  7. Coordinate with all project stakeholders, including the MSH Atlas, Technical Groups, PFSCM and PMO, as appropriate to resolve financial analysis needs;
  8. Assist in fraud prevention activities.

Qualifications

Required Education:

  • Bachelor’s degree in Finance/Accounting, (CPA, CMA, CFM) in a relevant field required or equivalent experience; Master’s preferred.

Required minimum experience:

  • Minimum 5 years’ experience in financial management of international development projects including budgeting, monitoring, reporting and analysis.
  • Strong knowledge of International Accounting and Audit standards.
  • Experience with the financial management and reporting of a variety of donors, including US Government, UN, Private Foundations and European Donors.

Knowledge & Skills:

  • Strong software skills including extensive experience with Excel and Word required.
  • Familiarity with accounting software, particularly QuickBooks, Serenic Navigator and/or Microsoft Navision desirable.
  • Ability to work collaboratively with program, finance and operations staff toward the achievement of project and organization objectives.
  • Good interpersonal and communication skills, both written and verbal required. Business knowledge of English required, fluent English highly desirable.
  • Skilled at working in a culturally diverse environment and with offices in multiple locations helpful.

Competencies required:

  • Manage work with shifting priorities. Manage and coordinate a variety of activities simultaneously.
  • Work in a team-oriented environment while driving for results. Problem solving.

Please note this is a local position paid in local currency according to MSH-Haiti Salary Scale.
