Type of Appointment : Consultant, Three Months with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

IOM Haiti, with funding from USAID, is supporting the construction of civil works in the Canaan area of the Port-au-Prince metropolitan. Under the overall supervision of the Chief of Mission and direct supervision of the Chief of Party, the incumbent will be responsible for the successful completion of civil works exceeding USD 2 Million in value, in line with all engineering designs. The consultant will be required to monitor the contractor’s compliance with USAID requirements and IOM contractual obligations, including engineering drawings and technical specifications.

Core Functions / Responsibilities:

The Consultant services are to assist IOM to:

  • Ensure high standards of quality assurance in the execution and completion of works within the stipulated time period

-- Monitor results from Concrete Quality Control tests and provide recommendations, as needed

  • Provide comprehensive supervision of project implementation activities carried out by the

Contractor to ensure compliance with drawings and technical specifications

  • Monitor the implementation of USAID requirements, notably:

a) Environmental Monitoring and Mitigation Plan (EMMP), b) Quality Assurance & Quality Control Plan and

c) Health & Safety Plans.

  • Monitor contractor activities to counter-verify claims made in relation to Quantities charged to

IOM.

The consultant shall submit the following deliverables for review and approval by the Chief of Party/Program Manager:

  • Weekly reports of the works, fully describing line items by relevant progress and indicating any problem areas, foreseeable delays and recommendations to improve implementation of construction.

  • Final Report on Works Progress which will serve as IOM’s basis for the Provisional

Acceptance of Works from the Contractor

Office Accommodation:

The consultant will be provided with a working station within IOM’s main office in Port-au-Prince as well as a work phone and computer.Transportation during working hours will be provided by IOM.

Required Qualifications and Experience:

Education

• University and/or Master's degree in Civil Engineering (or closely related) from an accredited academic institution;

• Professional Engineering (PE) licence considered a strong advantage;

Experience

• At least 5 years’ of professional experience in civil engineering related to concrete roadworks;

• Experience with USAID-funded community stabilization projects is desirable;

• Demonstrated experience supervising/monitoring civil works exceeding USD 2 Million

• At least 5 years of civil engineering experience, with at least 3 years working on concrete civil works

• Ability to work under extreme pressure in difficult environments while maintaining security awareness;

• Ability to work with minimal supervision.

Languages

• Fluency in English and French is required. Working knowledge of Haitian Creole is a strong advantage.

Note

Selected candidate must have immediate availability (deployment expected the first week of

January 2018).

The appointment is subject to funding confirmation.

Appointment will be subject to certification that the candidate is medically fit for appointment or visa requirements and security clearances.
