POSITION SUMMARY
Under the direction of the Operations Director, the Satellite Laboratory Logistical Officer will be responsible for managing inventory at the Satellite Laboratories for the Haiti PHIA project.
This position is grant funded.
MAJOR ACCOUNTABILITIES
- Reception of Goods & Services
a. Receive, Inspect and prepares Goods Receive Note (GRN) for all goods received on site, using the specific labels and identification codes and remarks
b. Inspect goods for conformity and deliver documents before releasing the GRN.
c. Ensure issuance of GRN using the appropriate forms, and developed norms
- Stock Administration
a. Ensure issuance of GRN and confirm reception and storage of Good in warehouses with the correct manner and numbers
b. Ensure high quality control of Reagents and manufacturer requirements to avoid contamination or alteration of Goods due to direct sunlight and inappropriate storage temperature
c. Maintain and constantly update an Electronic Inventory for consumables to provide to the rest of the team.
d. Ensure that storage conditions are always adequate for the type of commodities stored.
e. Ensure documentation stored in safe location and follow developed safety policies and regulations as provided
- Stock Distribution
a. Any consumption of consumable stock must be clearly documented by the Logistician on a Goods Issue Register (GIR) or Delivery Note and approved as per Finance and Administration Director (FAD) or Project Director (PD) designee.
b. The GIR / Delivery Note must specify exact:
i. Store location
ii. Name & Signature of Store Keeper
iii. Date
iv. Description of Goods Delivered / Issued
v. Quantities of Goods Delivered / Issued
vi. Measurement of Goods Delivered / Issued
vii. Authorization signature
viii. Name & Signature of Recipient
c. Original signed GIR / Delivery Note is kept with the Logistician, if requested the Logistician provides a copy to the Recipient.
Receives cooler pack from the Field Teams and immediately places it in the refrigerator. Issue cooler pack to the field team that is 2-4C.
Dispose of Laboratory waste in accordance with approved procedure.
Participate in ICAP Haiti periodic staff meeting
Implement any other tasks as assigned to this job
EDUCATION
- Diploma in Procurement / Supply Chain Management / Logistics or business related field from a reputable academic institution, OR minimum Diploma in medical laboratory technology/biomedical sciences
- Those with practical experience in use of Lab Management Information Systems (LMIS) and experience with Logistics and Procurement Management will have an added advantage.
EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS
- Strong organizational skills and experience working in a laboratory setting
- Demonstrated ability to manage timely procurement and delivery of items with tight deadlines.
- Minimum 2-3 years of experience in Procurement, Supply Chain and Logistics.
- Experience with USG as well as local procurement policies, procedures and practices.
- Prior experience with donor funded projects dealing with HIV/AIDS care and treatment is desirable.
- Prior experience with lab or survey related procurement also desirable.
- Proficiency in relevant computer applications: MS Word, Excel, PowerPoint, Internet, Email, etc.
- Ability to meet tight deadlines and successfully manage multiple assignments concurrently.
- Ability to function independently; results-oriented; detail oriented.
- Strong organizational and analytical skills, good attention to detail.
- Ability to problem solve and work as part of a team.
- Fluency in English and French; knowledge of Haitian Creole an asset
