1.0Purpose
The community-based health and first aid (CBHFA) Program in Haiti began in 2011 and will end in 2017. The mid-line survey of this project will be carried out as part of the accountability requirement for Canadian Red Cross (CRC) and Haitian Red Cross Society (HRCS).
Estimated dates:Data collection for the mid-line survey should start in early November 2015.
Location of consultancy: Musac and Ternier (municipalities of Lavallée), Gaillard (municipality of Cayes-Jacmel) and Macary (municipality of Marigot), Lafond and Marbial (municipalities of Jacmel).
2.0Background of the Program/Project
Following the massive earthquake that devastated Haiti in January 2010, the Canadian Red Cross (CRC), in partnership with the Haitian Red Cross (HRCS) and in support of the Ministry of Public Health and Population (MSPP), has committed itself to the realization of a series of projects targeting the improvement of the health of the population of the South East department.
3.0 Summary of the Scope of Work
The consultant/firm will be responsible for the following aspects of the survey:

Background information:
· The baseline survey completed in 2011 had issues with the sample size calculation and sampling design. Among the issues are; failure to calculate sample size using population demographics of the target area and project indicators, and failure to respect random sampling. Nevertheless, the baseline survey has demographic data that has potential to be used with such methods as propensity matching scores and sample matching to compare the baseline survey data and this mid-line survey data.
Tasks of the consultant:
· To use sample size calculation, sampling design and statistical analysis methods which allow comparison of the baseline survey and this mid-line.
· To prepare section of the sample size and sampling in the mid-line survey protocol.
· To train the project team (people responsible for the monitoring) on sample size calculation and on methodology to select a valid sample and users of the data (e.g., the Haitian Red Cross Society) on how to use data for decision-making related to an intervention.
· To carry out a dose-response analysis on the monitoring reports as well as the methodologies to compare baseline data and this mid-line survey.
· To validate relevant indicators that were not included as part of the original list of indicators validated after the baseline. Provide inputs Main role Questionnaires:
· Finalizing the questionnaire: in principle, the survey will use some questionnaires from the baseline survey to allow comparison with the baseline. The project team has also drafted questionnaires based on the new project indicators. Therefore, the consultant needs to review both questionnaires in order to finalize the questionnaire.
· Questions that allow analysis of the causal link between the outcomes and the project will be added (level of participation of the respondents and perceived contribution of the project). CRC has examples from surveys in other countries.
· To the extent possible, questions for males and females should be included (e.g., breastfeeding practices for girls versus boys).
· Pre-testing, finalizing and translating questionnaire – if necessary. The questionnaires are available in Creole and/or French. Provide inputs Main role Equipment, logistics, and IT support, including use ofmobile phone data collection
Background information:
The project staff has collected data using mobile phone and the MAGPI software (http://home.magpi.com/). Refresher training is needed but the consultant for this TOR is not required to have this skill.
Tasks of CRC
· Formatting the questionnaires for use with mobile phones for data gathering,
· Securing of computer equipment for survey management and checking quality of data,
· Arranging for transportation and equipment related to household listing (if necessary) and household survey interviews,
· Purchase of phones and solar panel chargers,
· IT support for the use of mobile phone for data collection. CRC and possibly the consultant for MAGPI if necessary. Provide inputs and be familiar with how to do quality check from web-based database. Training of Supervisors and Enumerators as well as data collection
Background information:
The project has conducted 4 monitoring surveys with 88 project volunteers who also implemented the project activities using mobile phones. There is a need to select the 20 best volunteers, as well as recruitment and training of supervisors.

4.0Consultancy Process, Deliverables and Timelines
Management Structure
Consultancy Management Team: The consultancy management team will comprise of CRC-HQ Evaluation Manager, CRC Health Advisor and CRC Health Delegate in Haiti. The management team will oversee the consultancy and with the monitoring team, ensure that it upholds the expected quality of the consultancy. It will make a decision on the final TOR, the inception report, and the final report.
Each representative is responsible to consult with relevant personnel within their respective organization and consolidation of inputs to provide to the consultant.
In-Country Coordinator and Supervisor: Once the selected consultant starts the implementation of the monitoring in Haiti, they are required to maintain coordination with and report to the CRC Health Delegate. The focal point in Haiti is responsible for:
a. Assuring that the consultant is provided with the specified documents, human resources and logistical support, and answer day-to-day enquiries.
b. Facilitating the work of the consultant with beneficiaries and other local stakeholders.
c. Monitoring the daily work of the consultant and flag concerns.
Intellectual property: All quantitative and qualitative data are property of CRC and HRCS. All these issues will be outlined in the contract between CRC and the consultant.
5.0Key Activities and Deliverables:

6.0 Report Outline
After data cleaning and analysis, preliminary survey results will be submitted to CRC for comments. Comments will be incorporated in the final report.
The preliminary report would include detailed information on the following:
- Background of the survey,
- Study methodology: sample size calculation, sample design (stratification, clustering, number of units at each stage), allocation of units across stages, selection of units at each stage, methodology for selecting respondents at the final stage, questionnaire development, training of data collectors and supervisors, quality control measures, data cleaning and analysis (including non-response, variance estimation technique used and how complex sample design accounted for),
- Study results: weighted and unweighted results of households characteristics, of women sample characteristics, and of children sample characteristics,

Evaluation Quality & Ethical Standards
The consultant should take all reasonable steps to ensure that the survey monitoring is designed and conducted to respect and protect the rights and welfare of the people and communities involved and to ensure that the survey monitoring is technically accurate and reliable, is conducted in a transparent and impartial manner, and contributes to organizational learning and accountability. The consultant will sign and adhere to the Canadian Red Cross Code of Conduct.
It is also expected that the evaluation will respect the seven Fundamental Principles of the Red Cross and Red Crescent: 1) humanity, 2) impartiality, 3) neutrality, 4) independence, 5) voluntary service, 6) unity, and 7) universality. 7.0 Qualifications
The candidates will be selected based on proposed budget, quality of previous similar report, availability, and team members’ qualifications (if applicable).
Requirements for the Consultant
The consultant must have:
- Completed at least 4 large scale surveys that have similar complexity as the survey protocol of the end-line survey.
- Previous experience of completing large scale final evaluation.
- Strong knowledge of quantitative and qualitative evaluation/research methods.
- The team must include technical expert in community-based health program.
- Previous experience in using mobile phones for conducting a large-scale survey.
- Previous experience in publishing articles in several international peer-reviewed journals is preferred.
- Good facilitating and diplomacy skills.
- Previous experience of working in Haiti is preferred.
- Good oral and written proficiency in English and French, ability to speak Creole will be advantageous.

Proposal outline
A suggested format for the proposal is outlined below:
- Consultant/firm expertise: This section should highlight past experience of the consultant/firm in conducting sample surveys, preferably with complex sample designs and in developing countries using cell phones for data collection. The section should mention names, qualifications and experiences of only persons who would be involved in key aspects of conducting the survey, along with the level of effort.
· Field team: Provide the number of persons needed for data collection and listing operations, by position.
· Consultant/firm division of labor: Provide information on key professionals, their prior experience and level of effort for the different activities of the survey (e.g., training, oversight of data collection, data analysis). A suggestive matrix is provided below:

- Work plan: The proposal should clearly mention details of each and every activity including kind of preparatory work, training, sampling and data collection work, data entry, data processing and analysis, results and report writing. The time line and person(s) responsible for each activity needs to be clearly mentioned. The consultant must complete the consultancy by December 21st, 2015.
· Progress updates:This section should clearly indicate the mechanism that would be used to communicate with CRC officials on regular updates about the field activities, coverage rate, data entry status, etc.
· Detailed budget: This section should provide the estimated budget for each activity, clearly mentioning rates and how rates were estimated. The training and data collection costs in the field will be borne by CRC. Possible line items are suggested below:
