Job Overview/Summary:

The Finance Manager will be focal finance point in Balkans/Serbia office. In response to the increased refugee arrivals into Europe, in October 2015 the IRC began responding in Serbia and later expanded to other countries in the Balkans to assist refugees during their journey through Europe. As a result of the March 2016 border closures along the so-called “Balkan Route”, the IRC has adjusted its programs to assist refugees and migrants stranded across Balkan countries while still supporting people on the move. The Balkans programs are implemented in close partnership with local non-governmental organization and government institutions.

The Finance Manager will manage all aspects of day to day operations of accounting department of the country office, assist the Deputy Director Finance, Europe Programs in the implementation of finance policies, procedures and systems and ensure compliance with IRC procedures and guidelines in Serbia.

Specific Duties and Responsibilities:

· Review all payment documents for proper and adequate back-up

· Review all expenditure worksheets for accuracy and completeness

· Manage the country financial monthly closing process

· Conduct regular timesheets audit to ensure consistent adherence

· Review bank reconciliation monthly and liaison with in-country bank on all banking issues

People Management:

· Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting performance goals, providing regular and timely positive and constructive performance feedback, and providing documented annual performance reviews.

Logistics Duties:

· Review all POs and PRs for proper coding and budget adequacy before approval.

· In liaison with Operations Officer and Program department, prepare commitment lists every month for financial obligations already entered into but not captured in financial reports

Finance/Budgeting:

· Act at all times in accordance with country law and standards of accounting practice.

· Review, with the objective of gaining a clear understanding, budget guidelines and instructions.

· Prepare actual to budget expenditures reports

· Review funding allocations to enable proper guidance to programs and proper coding.

· Provide training, as needed, to program staff on finance issues.

· Be receptive to training provided and to develop his or her technical and professional competence.

· Follow any new procedures and guidelines designated in circulars from the Country Director and Finance Controller.

· Do the month end up loading to SUN; supervise and manage the country financial monthly closing process, generate accounting and financial report from SUN System needed for the monthly closing.

· Produce monthly and quarterly reports, internal and external, to be reviewed by Deputy Director Finance.

Financial Management and Monitoring of Sub-grants

· Financial monitoring and capacity building of Local NGOs partners in Serbia

· Liaise with Program and Grant to ensure timely submission of reports, payment of sub award advances and periodic payments.

· Prepare reconciliation of sub-grant advances, reimbursement and updated sub-grant schedule.

· Conduct post award monitoring visits to selected sub-grantees.

· Provide training on sub-grant financial review and monitoring.

· Represent Finance team in all Sub-Grant working group meetings and initiatives along with program, operation and grants teams.

Security/Communication:

· Communicate with the supervisor on security issues within the office and outside the office.

· Report to the supervisor any irregularities that occur within the IRC Balkans/Serbia office on policy and procedures.

Requirements:

· Bachelor’s degree in Accounting, or Finance or CPA required

· Solid computer-based accounting skills, including spreadsheets and other financial related software programs; SUN system will be an added advantage

· Excellent professional track record with a minimum of 5 years nonprofit accounting experience

· Prior supervisory experience preferred

· Excellent interpersonal and representational skills

· Demonstrates a systematic and efficient approach to work

· Flexible and proven team player with ability to cultivate and maintain good working relationships with colleagues and other organizations

· Relates and works well with people of different cultures, gender and backgrounds

· Strong analytical skills and sound judgment

· Must be comfortable in being a proactive member of the senior -management team. Must seek to identify and communicate potential problems and propose solutions to the level of management appropriate to effect solutions.

· Committed to staff training and development

· Native Serbian and fluency in English, written and spoken
