Giving the increasing importance of education within the Haiti Country Program, the education program needs additional support in the field of data management and analysis.
How can you make a difference?
Under the supervision of the Education Specialist (Access/Learning Opportunities):
- Programme management, monitoring and delivery of results: Ensure that the Education Section has quality information to assess progress towards expected results established in annual work plans.
- Work closely and collaboratively with internal colleagues and partners to collect, analyze and share information and data on implementation issues.
- Suggest solutions on routine programme implementation and submit reports to alert chief of section and stakeholders for higher-level intervention and/or decisions. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
- Provide technical support as necessary to identifying and adjusting a set of programme performance indicators, in the context of the Annual Work Plan.
- Ensure that monitoring system are in place and that key annual programme indicators are tracked and analyzed and provided regularly to the Education Specialist and Chief of Section to guide programme and decisions.
- Carry out data collection and analysis from field visits, standardizing them across the programme, to feed into to programme performance monitoring.
- Maintain education section's databases on programme performance monitoring.
- Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare minutes/reports on results for follow up action by section chief.
- Prepare draft inputs for programme/donor reporting, especially on data. Compile monitoring and evaluation information/data and make them available to education specialists and Chief of section. Assist in the preparation of reports on systemic issues, good practices or any other analysis or data related to programme implementation and/or evaluation, including programme's performance, relevance efficiency, effectiveness, and sustainability.
2. Technical and operational support to programme implementation
- Undertake field visits and surveys and share information with stakeholders to assess progress and refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
- Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on delivery of results.
3. Networking and partnership building
- Build and sustain effective close working partnerships with government counterparts (especially Directorate for Planning) and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on education programmes.
- Participate in appropriate inter-agency meetings (UN-OCHA intersectoral/ UN-OCHA IM group) and events on programming to collaborate with inter-agency partners on operational planning.
- Act as an IM manager for the Sectoral group of Education in emergency and support preparation and reporting on UN-OCHA led sectoral documents such as HNO/HRP, etc.
4. Innovation, knowledge management and capacity building
- Provide support in identifying, capturing, synthesizing, and sharing lessons learned for knowledge development and capacity development of stakeholders.
- Apply innovative approaches and promote good practices to support the data collection.

A first university degree (bachelor's degree) in one of the following fields is required: education, education statistics, social sciences, development planning, survey implementation, advanced statistical research or another relevant technical field.

A minimum of one year of professional experience in programme planning, management, and/or research in education with a strong component of information management or statistics/database management/data analysis is required.

Experience working in a developing country is considered as an asset.
- Fluency in French and good knowledge of English are required.
