It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 41 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

In 2015, around 850.000 migrants and refugees passed through the Balkans to reach Western Europe, coming from Syria, Iraq, Afghanistan, Pakistan, Eritrea, Somalia, Morocco, Algeria…

The path of migrants has been changing several times due to border closures. Even with the complete closure of the Macedonian border, Serbia remains central for migrants travelling to and through Europe, as a transit country towards the European Union, as a temporary stay location and as a retention place. Since February 2015, most of them come from Bulgaria and face many obstacles and factors of vulnerability: xenophobia, physical violence, repeated imprisonment, forced readmission, discrimination, extreme poverty, etc.

MdM launched an emergency project on the 1st of January 2016 for 9 months, to provide health assistance to vulnerable migrants through mobile clinics and support to local healthcare facilities. This project is funded by ECHO.

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, you will have the logistics, administrative and financial responsibility of the program, according to MdM and ECHO standards.

You will work in close contact with the finance and logistic officers based at the headquarter.

You will directly supervise, train and evaluate the finance and administration manager and the logistic coordinator assistant.

More specifically, your responsibilities will include:

  1. Finance:

  2. you monitor the financial system in order to ensure that the organization finances are maintained in an accurate and timely manner

  3. you take part in the development of the project budget together with the finance officer based at HQ

  4. you ensure the implementation of the accounting follow-up and of financial policies and procedures

  5. you supervise the preparation and submission of finance reports to donors

  6. you train the national finance manager on budget follow-up and forecast, accounting management, cash/bank management

  7. Administration:

  8. you control and validate all the contracts (office, residence, computers maintenance etc)

  9. you manage the filing, storage and security of documents

  10. you prepare the bi-monthly administrative report

  11. Logistic:

  12. you participate in the identification of infrastructures, equipment, materials and suppliers necessary to the project’s appropriate implementation

  13. you ensure that all logistic needs are shared, understood, and that all resources are prepared and delivered properly and in time

  14. you ensure the respect of MdM and donor’s procurement procedures (especially for drugs and medical supplies)

  15. you train the logistic teams on procurement, MdM and donors procedures, transportation, storage, etc

  16. you implement process/policies, rules and logistical tools together with HQ, implement the new log reporting tools

  17. Legal framework:

  18. you ensure the respect of the legal and administrative procedures and the compliance to Serbian laws for all aspects of the mission.

  19. you support the general coordinator regarding all legal and registration issues

  20. Human resources management:

  21. you follow up the recruitment/renewal procedures/policies, contribute to the recruitment of the national team when needed

  22. you contribute to the implementation of the internal working rules according to Serbian labour laws and MdM rules

  23. you supervise the HR database management and the monthly payment of salaries

  24. Security component:

  25. you implement and supervise the logistic aspects of the security pack

  26. you follow up the security context, contribute to collect, cross check all security information

  27. you supervise the security of transport (passengers and goods)

This list of activities is not exhaustive and may change depending on the situation.

CONDITIONS OF EMPLOYMENT:

Status : Employee

Contract : Fixed-term contract

Duration : 5 to 6 months

SKILLS AND EXPERIENCE NEEDED:

At least one year of working experience in a humanitarian context as administrator / logistician
Good computing skills and good management of SAGA
Capacity building experience would be an asset
Experience with ECHO contracts would be an asset
Driving licence would be an asset

You are willing to work in challenging situations. You are able to manage priorities, to work quickly, under pressure, and with short deadlines. You have good communication and problem solving skills, and are able to take effective decisions according to the context. You are able to work under a minimum of supervision.

Languages: Fluent English, French and/or Serbian would be an asset
